General Manager (Infrastructure Development)
Job Description
This position will be responsible for Water and Sanitation Infrastructure development and provide technical leadership and guidance on matters pertaining to Infrastructure development of water and sanitation projects as necessary within NWWDA area of jurisdiction.
Functions
The functions of General Manager, Infrastructure Development are: –
1. Develop water and sanitation infrastructure investment programs;
2. Oversee construction and maintenance of structural works;
3. Participate in formulation of policies on infrastructure development for implementation;
4. Advise the Board and the CEO on all project technical matters;
5. Approve identified water or sanitation projects;
6. Ensure implementation of policies and programs on water/sanitation project;
7. Approve technical reports on implementation, and maintenance;
8. Coordinate and supervise construction of all water/sanitation projects;
9. Ensure safe custody of all information on projects;
10. Verify and authorize technical reports and designs and estimates drawings;
11. Ensure that all projects are constructed as per the acceptable construction industry standards;
12. Coordinate the Construction of Water and Sanitation infrastructure within the agency’s area of jurisdiction.
13. Development and implementation of the Departments Work plan
14. Ensure stakeholder engagement during project implementation
15. Examining the design documents to ensure they meet the accepted standard for implementation
16. Coordinate the production of project implementation reports
17. Approve the projects certificates for payment
18. Coordinates the site handing over to the contractors
19. Coordinates the supervision of the project
20. Coordinates the project handing over to the operators
21. Coordinates the preparation of the project’s appraisal reports
22. Verification and approval of Resource Mobilization/business proposals;
23. Ensure audit of projects and programs;
24. Develop departmental strategies, policies and plans to facilitate achievement of overall Agency’s objectives;
25. Coordinate stakeholders including multilateral and bilateral financing agencies, Government Agencies in the execution of various programs;
Qualifications
For appointment to this grade, a candidate must have:
1. At least 12 years relevant work experience, five (5) of which must be in a supervisory position;
2. Master’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
3. Bachelor’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
4. Membership to Institution of Engineers of Kenya;
5. Registered with Engineers Board of Kenya;
6. Professional Development in a relevant field;
7. Knowledge in Computer Aided Designs;
8. Management Course lasting not less than four (4) weeks from a recognized institution.
9. Have demonstrated merit and shown ability in work performance and results;
10. Proficiency in the relevant computer applications;
11. Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010.

The Grading Structure
The career structure establishes one (1) grade of General Manager Infrastructure Development who will be graded and designated as below NW 2. The appointed will be for a contractual period of three (3) years renewable once for a similar period of time subject to satisfactory performance and delivery of set performance targets and outcomes set and evaluated by the Board.
