Responsibilities
Financial Management
• Oversee the management of SEI Africa finances including financial transactions, Center and project budgeting, audits, and internal and external financial reporting, in line with existing SEI policies, guidelines and procedures.
• Serve as treasury manager: Review all invoices (from project partners and consultants) and process all payments to staff, partners, consultants and from SEI Africa bank account.
• Review and consolidate monthly cash forecasts and requests for the Centre ensuring timely availability of funds for program implementation and operational costs.
• Develop financial forecast for the center, and monitor spending on projects (burn rate) and follow up to ensure that project financial records are updated, adjustments made to project budgets when necessary, and inform project team on time reporting.
• Process partner and project accounts by reviewing expense claims and consolidate monthly reports for submission to SEI HQ while maintaining and ensuring accurate coding system for all financial transactions.
• Supervise and coordinate sub-grant financial management including ensuring compliance with SEI policies and procedures, and grant agreement conditions.
• Provide on-going training and support to sub grantees on SEI and respective donor’s rules and regulations to ensure timely and consistency in financial reporting.
• Support the Programme Leaders and researchers in resource mobilization, including coordinating budget preparations for grant applications.
• Follow up with SEI HQ on activity cash requests and fund allocations/ disbursement to regional partners.
Administration
• Develop and/ or customize and maintain standard operating procedures (SOPs) for finance, human resources, and administrative systems and for the center in line with existing policies of SEI and host institution CIFOR-ICRAF.
• Oversee and guide in the use of center assets, infrastructure, and organizational resources by preparing, monitoring, and coordinating the use of Centre’s resources in projects and events.
• Manage the procurement of goods and services at the Center in line with existing policies, guidelines, and procedures of SEI and CIFOR-ICRAF as host institution.
• Work closely with SEI staff and the relevant CIFOR-ICRAF staff, and contractors to ensure full compliance with local laws (i.e., taxes, shipping, customs, registration)
• As required, represent SEI Africa in meetings with government agencies, partners, and service providers and report any relevant information to SEI Africa Director, as well as inform staff, as appropriate.
• Directly supervise finance and administrative assistants and interns.
Human Resource Support
• Support the Center Director in the development and follow up to implementation of key actions plans for the SEI’s People Agenda, including the GES (Global Employee Survey Action Plan, the SEI’s Action Plan on Gender and Diversity Equity Policy, and others.)
• Lead and coordinate induction of new SEI Africa employees, interns, consultants and visiting researchers to center administrative procedures, practices, and systems to enhance capacity to fully implement program/center activities.
• As the Human Resources node for SEI Africa, proactively participate in SEI HR network meetings (4 times a year) and feedback to the Center Director and local staff; Inform relevant local HR issues to HQ HR Directorate, and support HR HQ in compilation of relevant HR statistics (e.g., gender diversity, promotions etc.)

Requirements
• Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or equivalent qualification in a related field. A Master’s degree will be an added advantage.
• A minimum of seven (7) years of broad/international working experience in financial management, accounting, budgeting control and reporting with at least two (2) years at a management level.
• Experience managing administration at a Program level and with at least two (2) years’ experience leading junior administrative officers.
• Experience working for international research or non-profit organization.
• Experience coordinating finance and operations for research projects and familiarity with donor procedures and processes.
• Experience working in international teams, in a multicultural environment, with strong interpersonal and intercultural skills.
