Job Summary
The Director, Finance is responsible for the primary oversight and leadership of all financial operations and financial reporting of Kenya programming. In particular, the Director has oversight of internal control systems and procedures, forecasting and realigning budgets, as well as comprehensive project budgets. The Director is responsible for training and mentoring staff on financial policies and procedures, Donor regulations, financial systems, and works closely with program staff and HQ staff to ensure compliance with all donor regulations and effective and proactive financial management.
Essential Duties and Responsibilities
• Directly oversee all financial and accounting activities.
• Develop, implement, and maintain sound financial management policies, systems, structures, and procedures for the Kenya Office platform and all Kenya programs, ensuring alignment with USAID and other donor rules and regulations, as well as Global Communities’ policies and procedures, and accounting principles.
• Provide financial management and analysis for all aspects of the Kenya Office and programs, ensuring all costs incurred are accounted for and in compliance with local laws, donor regulations and Global Communities’ policies and procedures.
• Develop budget scenarios and alternatives for programs and HQ leadership.
• Provide financial control, develop financial reports, and make recommendations to program leadership and HQ on budget expenditures.
• Ensure financial reporting is in accordance with donor contractual requirements.
• Lead, prepare, and analyze budgeting & monthly projection processes; monitor progress and changes and keep management team informed of all program’s financial status.
• Manage cash flow forecasts and monitor liquidity, including decisions on foreign currency transactions.
• Serve as focal point for internal, government and/or donor audits.
• Follow up and implement on a timely basis internal, government and/or donor audit recommendations.
• Assist staff in ensuring compliance with procurements and field accounting policies and procedures (FFAM), compliance with donor contractual and audit requirements.
• Maintain updated information regarding grants and contracts, reporting requirements and financial restrictions.
• Assist in program development and proposal preparation as needed. Prepare and review budgets and narratives for new programs, as required.
• Ensure accurate and timely processing of payroll, associated taxation and compliant timekeeping and associated allocations for all Kenya staff and programs.
• Supervise and oversee finance and procurement staff and functions.

Education and Qualifications
• University degree or advanced degree in accounting, finance or related area.
• Minimum of 10 years or equivalent experience managing finance, with at least 8 of those 10 years managing finance on a USG-funded programs or relief efforts of similar size and scope of
• Global Communities’ Kenya Office.
• Advanced knowledge of non-profit accounting practices, including USAID and other donor rules and regulations and multi-currency accounting.
• Ability to establish and monitor compliant and effective financial processing and regulation systems for programs to ensure the efficient and accurate accounting of funds. Advanced knowledge of accounting software.
• Familiarity with and sensitivity to diversity, equity, and inclusion in the work environment and programming.
• Proven ability to think critically, and make timely and sound decisions based on sound, accurate judgment.
• Collaborative approach to work with colleagues and between teams, particularly in a multi- cultural environment.
• Strong budgeting, financial reporting, and organizational experience and skills.
• Demonstrated flexibility in approach to work and ability to effectively produce accurate results in a fast-paced, deadline-oriented environment. Demonstrated proactive, self-driven adherence to deadlines.
• Strong interpersonal communication skills, including the ability to effectively, productively and professionally manage conflict
• Ability to set up financial regulation systems to monitor and ensure the accurate accounting of funds.
• Strong focus on proactive problem-solving.
• Self-accountability for high-quality work and consistent achievement of established goals.
• Strong attention to detail requiring little oversight or review of work to ensure accuracy and quality of deliverables.
• Excellent command of Microsoft Excel; good knowledge of standard office programs. Proven ability to effectively use databases and position-specific software.
• Proficiency in English, both verbal and written, required.
• Experience directly managing and developing the skills of direct reports and other staff.
Working Conditions
• Able to sit at a computer and operate a keyboard, for extended periods of time.
• Must have the ability to work remotely with a stable WiFi connection during telework periods as per public health code
