ORGANIZATIONAL CONTEXT
The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.
With its headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research, and learning, as well as rule of law and justice programs in countries through 18 Country Offices operating in every region of the world.
IDLO provides institutional strengthening support to the Judiciary, National Council on Administration of Justice (NCAJ), Office of the Attorney General and Department of Justice, the Kenya Law Reform Commission, the Council of Governors, the Kenya National Commission on Human Rights (KNCHR), the National Gender and Equality Commission(NGEC), the State Department of Gender among others, to implement the Constitution of Kenya by way of strategic policy development, critical legislative review, expert technical advice, and capacity building.
The Judiciary’s Directorate of Public Affairs and Communication (DPAC) is responsible for the management of the Judiciary’s internal and external communications. Its functions include: (i) conceiving and implementing strategies that enhance stakeholder and public confidence in the Judiciary; (ii) developing, packaging, and disseminating information; (iii) using media and other channels to promote a positive image of the Judiciary; and (iv)developing and promoting public outreach. DPAC developed an elaborate Communications Plan to publicize the Judiciary’s success towards improved access to justice and disseminate the results of the transformation process in a structured public information system. This plan has been implemented over time to effectively coordinate, harvest, and disseminate the results of the transformation process in a structured public information system. DPAC recognizes that one of the most effective ways of showcasing these outputs is through institutionalizing communications in the Judiciary and leveraging on relationships with the media to disseminate the Judiciary’s successes. DPAC intends to develop Judiciary Media Guidelines to facilitate these efforts.

THE ASSIGNMENT
DPAC, in partnership with IDLO, is hosting a Workshop to develop Judiciary Media Guidelines in March 2022. DPAC and IDLO seek to engage external facilitators, to research, prepare and facilitate sessions on the following topics:
• Responsive Court Reporting (experiences, challenges, and opportunities)
• The role of Media in facilitating effective court communication
• Innovative and responsive communication of Judiciary’s events, decisions, and successes
• Developing quality media guidelines

The facilitators will be expected to:
• Participate in an inception meeting with DPAC and IDLO, to unpack the TORs and discuss the scope of the assignment, methodology, expectations, and outcomes.
• Review the literature relevant to the Workshop including the concept note, program, and tools to inform preparation for the training, to engage the participants appropriately and knowledgeably.
• Prepare and deliver the content using different presentation styles, and examples to reinforce understanding of the topics during the DPAC Workshop. The materials will form the basis of the Judiciary Media Guidelines in Mombasa.
• Document the feedback drawn from the interactions during the workshop and plenary discussions, to inform the development of the Judiciary Media Guidelines.
• Review, edit and share feedback on the Judiciary Media Guidelines once a draft is developed for improvement.

DELIVERABLES
• PowerPoint presentations made during the Workshop to develop the Judiciary Media Guidelines, including speakers’ notes.
• A consolidation report of feedback and recommendations received from the plenary during the workshop, for consideration to improve the draft guidelines.
• A complete and edited version of the Draft Judiciary Media Guidelines

DURATION OF THE ASSIGNMENT
The consultancy contract will run for thirty days from 20th March to 18th April 2022.
IDEAL CANDIDATE PROFILE
Education

A Bachelor’s Degree in the fields of Communications, Journalism, or Media Relations from a University recognized in Kenya.

Work experience
• A minimum of 5 - 7 years of professional experience in the media and communications field.
• Demonstrated contributions to responsible journalism and growth of media and communication platforms, particularly in Kenya.
• Demonstrated understanding of the Judiciary's communication needs, priorities, and the dynamic relationship between Judiciary and media.
• Previous experience working on assignments of a similar or related nature

Technical competencies
Excellent organizational, interpersonal, and communication skills.
Excellent work ethic founded on the principles of integrity, impartiality, and confidentiality
Professionalism in the process of engaging with IDLO, DPAC, and its partners
