The county government of Kisumu, City of kisumu owns several housing estates. The houses are spread across the city of Kisumu. The county is desirous of reviewing the role of these housing estates to ensure they contribute sufficient revenue to the county while playing a critical role in enabling the county to achieve its mandate of provision of affordable housing.
In line with the governor’s vision for economic transformation, the county government of Kisumu,city of kisumu intends to establish a sustainable investment plan for developing and improving revenue collection from housing estates.
The consultancy services shall include advisory on scoping, value retention and extraction, operational review of income generating housing assets and investment management. Subsequently this could involve guidance on partnerships that will enable the county to realize this value.The assignment will cover the development and revenue collection management of all housing estates within the city of Kisumu

ELIGIBILITY AND EVALUATION REQUIREMENTS
Copies of the following documents must accompany the EOI:
I. Company background, profile, registration ,contact email address and phone no
II. Valid tax compliance certificate,Trade licence
III. Description and evidence of at least three (3) similar projects successfully completed.
Experience of at least five (5) years in property and investment management (attach evidence)
V. CVs of key technical personnel who will handle the project.
VI. State your understanding of the assignment. What is the purpose, objectives, and scope of this assignment.
VII. Proposed methodology, plan and schedule of implementation of the project.
VIII. Demonstration of financial capability in carrying out the project by attaching audited financial statements for the last three years.
IX. Give guidance on partnership to realise the housing Estate project.
X. State why the firm should be short listed and explicitly stating the firm’s interest in being on the short list.

NOTE: Only the bidders who meet our minimum requirements shall be considered for further discussions.
A consulting firm will be selected in accordance with the quality based selection method as set out in Procurement regulations.

SUBMISSION OF RESPONSES Expression of Interest (EOI) document should be submitted in two(2) separate envelopes, one marked ORIGINAL and one marked COPY in plain sealed envelopes, clearly marked with this EOI TENDER NO, AND TITLE And be deposited in the Tender Box at KUP procurement offices , along Tom Mboya Drive Milimani and be addressed to:
City Manager
City of Kisumu,
P.O Box 105- 40100, Court Road,
Kisumu.

Large tenders that can’t be deposited in the tender box should be taken to procurement manager’s office
ii. So as to be received on or before 5th January 2023,12:00 Noon. Tenders will be opened immediately thereafter in the presence of the bidders who choose to attend at The Kup offices. Tom Mboya Drive Milimani.
iii. Late tenders will be rejected.
