• The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment.

Specific Responsibilities

o In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:

Preliminary Assessment phase of the Evaluation, including:
o desk review and introductory interviews with project staff;
o take over calls with the previous evaluation consultant;
o identify a list of people to be consulted during the Data Collection Phase;
o develop the interview protocols and data collection tools;
o plan the data collection schedule;
o revise the sections 1, 2, 3 and 4 of the submitted Draft Evaluation Report, incorporating comments until approved by the Evaluation Manager
o Data collection and analysis phase of the Evaluation, including:
o Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders especially about the field work and activities (showrooms, pilot projects and workshops).

Reporting phase, including:

o draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
o liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
o prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
o The evaluation consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.

Qualifications/special skills
o An advanced university degree required in environmental sciences, international development or other relevant political or social sciences areas is required.
o A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
o At least 5 years’ experience in the area of climate change, energy, and preferably energy efficiency in lighting, and previous experience in evaluation of programs and projects required.
o Experience in managing partnerships, knowledge management and communication is desirable .
Language:

o English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement and working knowledge in French is desirable.
