JOB DETAILS:
Background
1.1 The Project - Youth with Complex Disabilities in Kenya, Uganda and Tanzania Learn, Work and Earn
This is a 28-month project ending in February 2022 which seeks to improve the employability of 260 youth with complex disabilities in Kenya, Uganda, and Tanzania through the acquisition of market driven and quality vocational skills and accessing decent work in the formal and informal labour markets.
Due to poverty, low literacy levels, high support needs, exclusion from participating in society, stigma and discrimination, Youth with Complex Disabilities (YWCD) are among the most marginalized and disadvantaged groups in society, even among people with disabilities. Without appropriate support, YWCD are unable to access vocational training and decent work which contributes to their high poverty levels.
These Terms of Reference are for an independent end of project evaluation of the programme Youth with Complex Disabilities in Kenya, Uganda and Tanzania Learn, Work and Earn
2. Objectives Of The Evaluation
2.1 To assess the extent to which the project Outcomes and Milestone targets have been met by the end of the project through a wide-ranging consultation.
2.2 To measure the project against key assessment criteria of Relevance; Effectiveness; Efficiency; Sustainability; Impact (example questions below).
Relevance:
• To what extent were the activities undertaken relevant to the project objectives?
• Did the actions/activities undertaken respond to the needs of the target population?
• To what extent has the project contributed to the Sustainable Development Goals (SDGs)?
• To what extent has the project targeted, reached and benefited the poorest and most marginalized?
Effectiveness
• Did the achievements meet the expected results of the project?
• To what extent has the project delivery provided Value for Money (VfM)?
Efficiency
• Has the project managed to obtain the expected results on time and within the budget available?
• Has the budget available been used efficiently?
Sustainability
• What strategies did the project implement to contribute to sustainability? Will the project activities be sustainable after the project ends?
Impact
• To what extent has the project built the capacity of organisations and people involved?
• What has been the impact on the target population (please include some individual examples)?
2.3 To document lessons learned.
2.4 To account to beneficiaries, partners and donors on the achievements and challenges.
2.5 To make recommendations for future projects and strategy (short-term, medium term, long-term), including priorities for potential future investment.
2.6 The evaluation should cover the full duration of the project implementation.
A participatory approach with consultation covering a broad cross-section of stakeholders is suggested for the evaluation. This could combine a range of evaluation methods, including structured and semi-structured interviews, focus groups and participatory workshops with project partners and beneficiaries as appropriate.
3. Key Deliverables
3.1 A set of tools to be used for the evaluation exercise.
3.2 A draft report with clear sections to culminate to a final report after feedback. Sections of the draft should at least contain the following sections:
o Contents page
o Abbreviations and acronyms page
o Executive summary (which can be made available to share separately).
o A short introduction to the project
o The evaluation methodology used.
o Findings of the evaluation against the key assessment criteria.
o Recommendations (short-term, medium-term, long-term).
o Conclusion
o Annexes (e.g. reference documents, itinerary, consultations etc.)
3.3 Final Report
3.4 Presentation to relevant SI staff and partners of the evaluation report.

4. Timescales
The key dates and milestones include:
· Work plan with tools – 19th January 2022
· Virtual/physical meetings Kenya – 19th-21st January 2022
· Virtual/physical meetings Uganda – 24th-26th January 2022
· Virtual/Physical meetings Tanzania – 28th – 2nd February 2022
· 1st draft report – 7th February 2022
· Final report – 23rd February 2022

Your Skills And Experience:
SI welcomes proposals from individual consultants or a team. SI is looking for a consultant who has experience of working on disability inclusion issues and ideally on vocational training / livelihoods. The consultant will need to be sensitive to the nuances of different organizational approaches, familiar with the UNCRPD and how this is being implemented in different geographical contexts. You will need to be able to conduct physical and remote interviews with SI staff and partners including those that Swahili is a primary language. You need to have a consultative approach geared towards building consensus on a clearly structured and easy-to-use document.

1.4 A proposed cost/fee for the consultant or consultants. This can be a daily rate or a round figure for the whole assignment.
