Key Responsibilities:
Project Administrative Support

• Provide administrative support to the Tumikia Mtoto project for efficient program implementation.
• Support effective and timely management of donor/consortium requests, queries and related needs
• Contribute to the processes of enhancing linkages with other partners
• Ensure effective coordination of processes of reporting and monitoring with other consortium partners.
• In collaboration with various project staff, ensure that program status and progress reports are developed, shared and well maintained in repository
• Develop and maintain a project records management system to ensure all program data is available for easy access and retrieval of information.
• Develops and maintains an efficient physical and electronic filing system for the team
• In liaison with the Grants and Compliance Manager, support in the tracking and maintenance of sub awards contracts and correspondences
• Facilitate the creation of mailing lists for the consortium team members for effective communication.
• Organizes regular team meetings and conference calls/video- conferences, including the preparation and distribution of documents and providing the necessary technical devices.
• Provide administrative support in the coordination of the program process by tracking completion for the programs, scheduling interviews as necessary and e-filing the final document
• Support project staff with People and Culture related processes including facilitating project staff orientation, contract renewals, performance agreements, appraisals among others.
• Follow up with service providers to ensure office cleaning and hospitality services are provided as agreed.
• Ensure that the office space is conducive for staff performance in compliance with the OSHA requirements
• Ensure enough supplies and utilities for smooth running of the office.
• In liaison with the accountant, support in the management of assets and inventory
• Takes minutes of regular team meetings and other meetings as required

Workshops and Events
• Liaises with members and partners to coordinate logistical arrangements for workshops and events;
• Liaises with Project team and other agencies regarding venue, travel, hotels, and with catering Services staff for provision, room organization and logistics;
• Liaises with and assists project recipients and consultants as required to ensure smooth functioning of activities;
• Coordinates and disseminates all internal and external material, including publicity and background documents and coordinates appropriate mailings or distribution;
• Prepares training kits or information packages and sends material to participants in a timely manner
• Coordinates registration process and acts as contact person for the participants.

Logistical Support
• Coordinate staff movements & travel logistics and itinerary for efficiency
• Facilitate delivery of parcels/ mails
• In collaboration with Administration department liaise with service providers to ensure quality services
• Liaise with the travel agents to obtain supporting travel documents

Others

Perform any other duties as assigned by the supervisor or designee

Knowledge and Qualification for the Job
• At least 4 years’ experience in project administration
• Experience working in an INGO
• Knowledge and experience in USAID guidelines
• Good interpersonal, organizational, and customer care skills
• Proficiency in Computer especially in Microsoft Office Suite and data analysis programs such as PP, Excel & Word
• Bachelor degree in Business Administration, Social Sciences or related field from a recognized university.
• Experience in Logistics Management is desirable

Project Management - 30%

• Ensure proper planning, implementation, monitoring and evaluation of the project interventions in the project areas.
• Manage and coordinate the project team to ensure competent and motivated staff
• Provide technical support and leadership to Project Officer and driver to enable them effectively guide and support response interventions in the County.
• Ensure all project interventions are implemented within schedule, plans and budgets and regularly review project status.
• Ensure that the project interventions are integrated with other projects in the program
• Ensure identification of local needs and resources and take appropriate programming measures.
• Mainstream cross-cutting issues (gender (GESI), CC, environment, advocacy, disability, child protection) in the project.
• Establish operational priorities and monitor performance targets for the respective field project staff
• Coordinate assessments, designs, measurements of construction and in accordance with established standards, policies and procedures in liaison with NO WASH team and other relevant partners
• Participate in staff and community capacity building initiatives as stipulated in project designs and guidelines as well as promoting relevant advocacy on WASH, livestock and natural resource management
• Ensure that project initiatives meet or exceed planned outcomes and are implemented in full compliance with WVK, the donor and other relevant partnership and international standards and guidelines;

Engagement and Networking - 30%
• Ensure close working collaboration with key National Institutions, County government & county institutions, private sector partners, NGO partners & other development programs, community and other local institutions e.g faith based organizations, rangeland committee etc.
• Ensure adequate representation with the donor, the Government of Kenya officials (National and County), private sector, Civil Society Groups, including Faith-Based Groups.
• Support implementing staff to successfully engage with key internal and external stakeholders including other WVK entities, community, faith leaders and civil society representatives in order to maximize the impact of interventions
• Build and maintain effective communications and pro-active relationships with partners in the County including visits by donors

Design Monitoring, Reporting and Evaluation - 20%
• Lead in the development of the project design and ensure compliance with WVK and donor guidelines and standards.
• Ensure timely and effective implementation of all project interventions as well as the successful achievement of proposed outcomes and intended impacts.
• Ensure timely and appropriate utilization of the budgeted project resources.
• Ensure proper application of business processes, standards and guidelines related to the project in accordance with the donor requirements.
• Ensure that the project achieves acceptable financial and operational audit results by implementing activities in accordance with established norm and policies.
• Ensure that all the activities are implemented and evaluated in accordance with the WVK and donor standards.
• Support the project officer to set up and maintain effective complaints and feedback mechanisms to ensure that beneficiary concerns are addressed in a timely and effective manner.
• Ensure that an effective and participatory and effective M&E system is established in a decentralized manner
• Ensure that, in general, project monitoring arrangements comply with the project agreement and, in particular, the provisions of this agreement are fully observed in the design of project M&E.
• Ensure quality monthly, quarterly, semiannual and annual reports are compiled and submitted in a timely manner in line with the donor requirements.
• Document and disseminate lessons learnt and best practices on completed project initiatives on PPcPs

Capacity Building - 10%
• Identification and sharing of capacity building gaps among project staff, communities and partners.
• Lead the project in capacity building initiatives for staff, communities and partners to enable them effectively advocate for and implement project interventions.
• Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.
• Manage performance of staff and encourage on-the-job training, identifying and addressing learning and training needs and opportunities

Resource Mobilization - 5%
• Map resource mobilization opportunities at local level and develop concepts and proposals in collaboration with Regional and National office teams.

Other Duties - 5%
• Any other duties as assigned by the Supervisor




JOB DETAILS:
Job Purpose
The Chief of Party (CoP) has overall responsibility for the leadership and management of all grant activities, consortium members and staff. The incumbent has principal responsibility for representation for the projects to USAID and local Government entities and provides strategic leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program and ensures the project meets stated goals and reporting requirements.

Major Responsibilities
Strategic Leadership and management

• Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.
• Ensure strong communication and coordination with all team and consortium members as a means to effectively achieve program objectives. Encourage transparency among and between consortium members to promote coordination and effectiveness.
• Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, WV regulations, best practices and donor guidelines.
• Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that WV and implementing partners are accountable to beneficiaries.
• Primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.
• The COP should embrace the shared Kenyan vision for the project and effectively manage available financial and human resources to make that vision a reality

Strategic Engagement and Donor Relations
• Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
• Represent the OVC project and World Vision to USAID, Government of Kenya, UN agencies, implementing, technical partners and other appropriate bodies.
• Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders as appropriate
• Constantly look for more effective and efficient implementation and opportunities to increase impact.

Monitoring, Reporting, Documentation & Knowledge Management
• Establish and maintain effective project reporting, evaluation, and communication systems.
• Submit timely accurate and quality reports that meet donor requirements
• Document and disseminate project best practices, lessons learnt and success stories

Budget Management
• Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and World Vision.
• Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits
• Any other duties as assigned by supervisor or designee from time to time

Knowledge/Qualifications for Role
• Master’s degree in social sciences, public health, medicine, management, business administration, or a related field
• 10 years of experience in a senior role leading a complex technical service delivery program of similar scope and dollar value.
• 7 years of demonstrated experience in partnership building, especially with government representatives, donors, the private sector, and local community organizations.
• Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals Familiarity with USAID and PEPFAR programs, their history and their development; mastery of USAID regulations governing such programs
• Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country
• Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.
• Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
• Excellent performance track record
• Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
• Demonstrated ability to deliver results and meet all donor deliverables.
• Excellent Oral and written communication skills,
• Excellent Relational skills
• Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to support the various political entities in Kenya
