Economic Recovery Project Officer – Livelihoods
Overall purpose of the role:
Reporting to the Urban Area Manager, the Economic Recovery Project Officer is to provide the overall technical and strategic direction, oversee and coordinate the implementation of the DANIDA funded Livelihoods project in line with the DRC’s country and global strategy as well as in complementarity and close collaboration/synergies with other livelihoods projects in the DRC urban program and agencies working in the wider urban refugee and hosting community’s context. The role will also be responsible for the supervision of a project assistant and community mobilizer and will undertake other duties as assigned by the Urban Area Manager and conduct technical coordination with DRC Regional Technical Advisor to ensure the project and donor expectations are met.
Responsibilities:
Project Management/Development, Monitoring & Evaluation:
• Plan, oversee and support the broad implementation of DANIDA funded livelihoods activities in DRC urban Program.
• Remain abreast of topical developments related to economy recovery that would promote community participation in improving the livelihoods or well-being.
• Promote sector learning and knowledge management in Livelihoods sector through: collating findings/ information collected from the field as well as routine monitoring to draw lessons.
• Develop and or adopt sector guidelines and tools in support of livelihoods implementation.
• Submit timely and high-quality activity and donor and internal progress reports.
• Work closely with the protection, peacebuilding, meal and advocacy/or communication colleagues to enhance program integration through well thought out technical and strategic approaches.
• Ensure livelihoods sector growth in scope through fundraising – identification of sector gaps and root causes analysis and take lead in developing quality concept notes and proposals with corresponding activity budgets.
• Lead the project participation in project kick-off, review and project closure meetings including periodic program review and planning meetings and external meetings as often and as requested by the supervisor.
• Ensure project staff adhere to CHS Principles in project implementation; participate in CHS audits and support M&E plan.
Coordination & Partnership:
• Develop strategic and maintain effective working relationships with all urban refugees and hosting communities’ stakeholders and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
• Promote collaboration and synergies between refugee focused interventions and the host communities.
• Actively participate and maintain engagement in relevant coordination platforms of relevance/value add to DRC’s urban agenda. 
Budget Management:
• Support in ensuring sound budget expenditure, ensuring adherence to DRC financial procedures and donor requirements as related to the livelihoods sector.
• Draft spending plans, procurement plans, and work plans based on livelihoods activities and budgets.
Staff Supervision:
• Mentor, provide technical supervision, capacity building and facilitate performance development to livelihoods project assistant and community workers.
Experience and technical competencies:
• Minimum of 4 years’ field experience in leading and managing economic recovery/livelihoods programming in an International NGO’ or other relevant agency.
• Technical experience in livelihoods programming including developing and leading capacity building of local agencies (CBOs self help groups etc), financial inclusion, micro enterprise, value-chains, product development or other related sectors in economic recovery is desirable.
• Strong project management skills, with experience managing multiple location, sector project budget.
• Experience working in urban displacement responses and in multi-sectoral interventions.
• Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
• Good analytical and strategic planning skills.
• A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.
• Good level communication and interpersonal skills.
Education:
• A degree in relevant field (Business Management, Economics, Entrepreneurship or Community Development or its equivalent).
• Fluency in written and spoken English essential
