JOB DETAILS:
1. Director Appeals, Policy And Legal Affairs-ONE (1) POSITION-NPSC SCALE 8-V/NO.3/2022
Gross Salary Scale: As per NPSC Salary Structure
Leave allowance: As existing in the Commission
Annual Leave: 30 working days per financial year
Medical Cover: As existing in the Commission
Terms of Service: Contract

(a) Duties and Responsibilities Strategy / Policy Responsibilities
i. Formulation of the directorate’s Strategic Plans and objectives;
ii. Developing proposals for reforms on emerging legal Policies and issues;
iii. Developing strategies for stakeholder consultations and engagement;
iv. Formulating legal strategies, policies and procedures to ensure that they are in accordance with the existing legislation;
v. monitoring compliance with regulatory and legislative requirements;
vi. Liaise with government authorities and key stakeholders on relevant policy issues and identify areas of co- operation to maintain cordial working relations with the stakeholders.
vii. Oversee the development of policy analysis standards and procedures in accordance with relevant government regulations to ensure achievement of set standards.

Managerial Responsibility
i. Reviewing legal and Policy documents, opinions and briefs and spearheads law reviews;

ii. Ensuring compliance with principles of good governance, human rights, transparency, accountability, ethics and integrity and advising the Commission on legal policy issues;
iii. Coordinating work plans for the department;
iv. Oversee the implementation of performance appraisal systems of the department;
v. coordinating service providers in legal matters involving the Commission;
vi. Ensuring safe custody of the records of the Board and the preservation of original documents; and
vii. Brief the Deputy Chief Executive Officer-Technical Services on outcome of Court cases and compliance thereof.

(b) Requirements for appointment

i. Master’s Degree in any of the following disciplines; Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution;
ii. Postgraduate Diploma in Legal Studies from the Kenya School of Law, Council of Legal Education or any other recognized institution;
iii. Admitted as an advocate of the High Court of Kenya;
iv. Certificate in Senior Management Course lasting not less than four (4) weeks or its equivalent from a recognized institution;
v. Certified Public Secretary (K) or its equivalent qualification from a recognized institution;
vi. Be a member of a relevant Professional body.
vii. Fifteen (15) years and at least ten (10) years’ experience in supervisory role in the Public or Private Sector; and
viii. Meet the requirements of chapter six of the Constitution of Kenya
