Job Purpose
- Responsible for the implementation of the Merchant Shipping Act, KMA Act, relevant national legislation/policies/directives, and international conventions.
- Focus areas: training and certification of seafarers, engagement and welfare of seafarers, and training on maritime transport logistics.
Duties and Responsibilities
- Oversee implementation of international instruments through a national framework for maritime safety.
- Liaise with international maritime organizations like IMO and ILO.
- Oversee maritime education, training, and labour in Kenya.
- Manage performance within the Directorate.
- Coordinate preparation and submission of monthly, quarterly, and annual reports.
- Direct preparation and submission of reports required by IMO.
- Mentor and coach Directorate staff.
- Assign responsibilities for policy updates and revisions.
- Oversee development and implementation of Maritime Education and Training standards.
- Advise the Director General on maritime education, training, and labour matters.
- Respond to inquiries from seafarers, government agencies, and individuals.
- Align departmental activities with the Authority’s strategic plan.
- Implement resolutions from the Board and management committees.
- Prepare draft Board management papers for approval.
- Participate in recruitment of Directorate staff.
- Contribute to the development and review of the Authority’s strategic plan.
- Initiate review of Training and Certification regulations.
- Chair the Syllabus Committee under the Merchant Shipping (Training and Certification) Regulations.
- Supervise evaluation of certificates issued by other Administrations.
- Direct verification of qualifications and authorize training and assessment personnel.
- Direct issuance of certificates and endorsements.
- Maintain registers for all certificates and endorsements.
- Provide information on certificate status and related matters.
- Supervise implementation of the Quality Standards System including regular inspections and audits.
- Oversee seafarer recruitment, engagement, and welfare.
Person Description
- Bachelor's Degree in Nautical Science, Marine Engineering, Mechanical Engineering, Naval Architecture, Maritime Education and Training (MET), or equivalent.
- Master’s Degree in related fields (Maritime Affairs, Nautical Science, Marine Engineering, Naval Architecture) is an added advantage.
- At least 10 years’ experience in ship technical operations or Maritime Education and Training, with 5 years in senior management.
- Certificate of Competency Class II/2 or III/2 (STCW 1978, as amended).
- Membership in a professional body and in good standing.
- Completion of Strategic Leadership Course from a recognized institution.
- Strong communication skills.
- Proficiency in computer skills.
