DEVELOPMENT OF KENYA'S NATONAL CLIMATE CHANGE ACTION PLAN III (2023-2027)

The Deutsche Gesellschaft torlnternabonale Zusammenarbert (GIZ) GmbH implements the global projed NOC ASSISIII as commissioned by tile German Federal Mmistry for Economic Cooperabon and Development (BMZ).

In Kenya the NOC Assist II pro,ect Is beingimplemented 1ncoflaboratton with the M1nostry of Environment to develop Nation­al and County Governments Climate Policies,Strategies and Plans The project has supported the Ministry of Environment and Forestry to update Kenya's NOC which was submitted in December 2020 to the UNFCCC. To ensure implementation of the NOC,the Cl mate Change Act, 2016, mandates the Cabinet Secretary for the Ministry of Environment and Forestry to formulate and penod cally review the National Climate Change Action Plan (NCCAP). The NCCAPis aniterative tool that guides Kenya s private and public sectors to rnplement pnonty m1tigabon and adaptatJOn actions

GIZ is seeking for a consulting firm to support the Ministry of Environment and Forestry in the development of the NCCAP Ill for theimplementation period 2023- 2028.The Consuttantswill work with experts from all relevant sectors through technical working groups and with the coordination of;tie Climate Change Directorate (CCD).

Interested firms'consultants must have graduate degreeInrelevant subjects Ie.Environmet Management.Climate Change Geography,Sustainable Energy. Natural Resource Management or other related subjects;at least 15years of professional expenence working with governments or/andintemabonal organisations 111 applied Economic Development, International Climate PolleyImplementation, Strategic Investment Planning and Cl mate Risks Modelling,atleast 10 years' expenence working on Climate Change issues in Kenya wrth a demonstrable knowledge of Kenya's Climate Change Pofieylandscape, including the Climate Change Act,NCCAP,NatJOnal Climate Change Framework Polley, and NOC, among others

Average annual turnover for the last 3 financial years of KES 6,000,000 Minimum of 5 employees (for companies)

• Demonstrable relevant expenence of at least 3 sim!lar ass19nments interms of type and magnitude with reterences providing assignment deta11s preferablyin the table format below The bidder 1s expected to provide project references wrth  a minimum commission value of KES 5,000,000
