Development of Kenya’s Natonal Climate Change Action
Plan III (2023-2027)
The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH implements the global project NDC Assist II as commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).
In Kenya, the NDC Assist II project is being implemented in collaboration with the Ministry of Environment to develop National and County Governments Climate Policies. Strategies and Plans. The project has supported the Ministry of Environment and Forestry to update Kenya’s NDC which was submitted in December 2020 to the UNFCCC. To ensure implementation of the NDC, the Climate Change Act, 2016, mandates the Cabinet Secretary for the Ministry of Environment and Forestry to formulate and periodically review the National Climate Change Action Plan (NCCAP). The NCCAP is an iterative tool that guides Kenya’s private and public sectors to implement priority mitigation and adaptation actions.
GIZ is seeking for a consulting firm to support the Ministry of Environment and Forestry in the development of the NCCAP III for the implementation period 2023 - 2028. The Consultants will work with experts from all relevant sectors through technical working groups and with the coordination of the Climate Change Directorate (CCD).
Interested firms’ consultants must have graduate degree in relevant subjects i.e. Environment Management, Climate Change, Geography. Sustainable Energy. Natural Resource Management or other related subjects; at least 15 years of professional experience working with governments or/and international organisations in applied Economic Development, International Climate Policy Implementation. Strategic Investment Planning and Climate Risks Modelling; at least 10 years' experience working on Climate Change issues in Kenya, with a demonstrable knowledge of Kenya’s Climate Change Policy landscape, including the Climate Change Act. NCCAP. National Climate Change Framework Policy, and NDC. among others.
To qualify, the bidders (could be a team of experts or individual company, or a consortium of companies) must provide a brief profile of themselves and be able to meet and demonstrate (with proof) the following eligibility criteria. Average annual turnover for the last 3 financial years of KES 6,000,000
Minimum of 5 employees (for companies)
Demonstrable relevant experience of at least 3 similar assignments in terms of type and magnitude with references providing assignment details preferably in the table format below. The bidder is expected to provide project references with a minimum commission value of KES 5,000,000.
