JOB DETAILS:

Position Summary
Crown Agents are currently seeking a Demand-Side Incentive Technical Advisor who will be responsible for designing and implementing a multi-country Gavi-funded program to increase demand and vaccination coverage among missed and hard to reach populations. He/ She will be responsible for working with local partners across 4 countries to design and implement low-cost demand side incentive activities (predominately cash-transfers) to boost immunisation coverage. He/She will document lessons learnt and develop plans to scale successful initiatives. He/She will also act a Deputy Team Lead and support to Team Leader in providing overall management to the programme, including management of staff, capacity building, technical oversight and stakeholder engagement. The deputy team leader will assist the team leader in ensuring quality of deliverables and overall compliance with GAVI standards.

Responsibilities:
• Provide strategic and technical leadership and direction, defining and implementing activities in collaboration with local partners to achieve the greatest impact toward project goals and objectives.
• Lead the design and implementation of low-cost context specific demand side incentive activities to increase immunisation demand.
• Support the Team Lead with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of GAVI and Crown Agents.
• Mentor and manage staff in a respectful and transparent manner, identify capacity needs and support staff to build their technical and administrative capacities.
• Responsible for providing overall technical guidance, identify learning needs of project staff and troubleshoot technical issues related to project implementation.

• Contribute to generate comprehensive, interesting, and accessible progress reports and evaluation reports in collaboration with the Monitoring and Evaluation Lead in line with the program approved plans and manuals.
• Provide oversight and technical support to implementing partners, and cross-learning between partnerships across program interventions.

Requirements:
• Experience in Cash-Transfer programmes and proven expertise delivering large scale Cash Transfer programmes in health
• Advanced degree from an accredited university in public health, global health, social behaviour change, international development, or a related discipline is required.
• Strong proven technical expertise in the field of demand side incentives in health and/or routine immunisation programming.
• Deep technical understanding of cash-transfer programmes and proven expertise delivering large scale cash transfer programmes in health
• Minimum of ten (10) years of project management experience, including five (5) years in senior management positions responsible for managing staff and consortiums, experience with Gavi-funded projects desirable.
• Experience working in fragile contexts on health programming, including immunizations, health financing, improving and access to care.
• Demonstrated ability to oversee planning, coordination, and day to day implementation of technical activities in partnership with the technical team and the team lead.
• Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
• Demonstrated commitment to gender and social inclusion
• Williness and ability to travel
• Fluency in English
