JOB DETAILS:

The Deputy Representative - Operations will function under direct supervision of the UNHCR Representative at D2 level. The incumbent will advise and assist the Representative in the overall management of UNHCR¿s programme and administrative activities and issues of concern within the country operation in an effective and efficient manner which supports the Organization¿s mandate. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices within the country. S/he will also have a responsibility to monitor, coach, and guide and intervene with the staff in the country

Desired Candidate Profile
• The incumbent should be energetic, proactive for creative solutions to challenges in the operation. S/he must possess strategic and leadership skills with demonstrated operational and managerial experience working in a large multi-agency operation. Possesses strong analytical skills with demonstrated programme competencies in complex operations. Possesses teambuilding and strong coordination skills that are required to foster the Kenya interagency forums, coordination with humanitarian and development actors, donors and internal operations meetings. Possesses strong motivational skills including the ability to guide and coach staff under her/his supervision. Has strong communication and interpersonal skills.
• The incumbent should have working knowledge of UNHCR applications including COMPASS, MSRP, in-depth knowledge of UNHCR Planning and programming, financial and procurement rules and regulations, and understand how UNHCR allocates and manage resources as well as skills to ensure that operating standards are upheld while managing the unpredictability of budgetary realities.

• BA: Business Administration (Required), BA: Economics (Required), BA: International Law (Required), BA: International Relations (Required), BA: Political Science (Required)

Certifications
• HCR Learning Program - UNHCR, HCR Management Learning Program - UNHCR, HCR Protection Learning Program - UNHCR
Relevant Job Experience

Essential

• 17 years of previous work experience in progressively responsible functions; preferably within the UN. Desirable Solid UNHCR experience from both the Field and Headquarters.
