QUALIFICATIONS, REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for Appointment
• Bachelor’s Degree in Commerce/Economics or its equivalent from a recognized Institution.
• Relevant Master’s Degree from recognized institution will be an added advantage
• Certified Public Accountant (CPA) Finalist
• iHave knowledge and relevant work experience of not less than five (5) years, three (3) of which must have been at management level.
• Having undergone management course of not less than four weeks from a recognized institution will be an added advantage;
• Member of Institute of Certified Public Accountants of Kenya (ICPAK) in good standing;
• Successful applicant to meet the requirements of Chapter Six of the Constitution on Leadership and Integrity;
• Shown merit and ability as reflected in work performance results.

Duties and Responsibilities
• Systematic scheduling of expenditures consistent with work plans;
• Contract liability projections for the identification and budgeting of contractual and legal financial obligations;
• Budget planning, preparation and implementation at the county level;
• iCoordinate the preparation of annual work plans, procurement plans and cash management in the directorate;
• Advise the Accounting Officer on financial management matters;
• Coordinate the preparation of the County Public Expenditure Reviews and the sector reports;
• Coordinate allocation of resources among a number of departments through the sector process;
• Provide leadership in budget management to a number of desk officers who are in charge of departments;
• Take charge of all matters pertaining to the budget, including preparation, printing and submission of the estimates to County Assembly;
• Deal with questions and issues pertaining to expenditure, monitoring and control;
• Advise the Treasury on budget management; and
• Assess the risks involved in new and existing budget policies.
• Plan, monitor and evaluate performance of staff against the set targets;
• Perform any other that may be assigned from time to time.
