A State Organ in the security and administration of justice sector seeks to recruit a competent officer to fill a vacant position in its establishment. Deputy Director, Operations J/G - 2 (Ref. 03/2018) 1 Post - Re-Advertisement

Duties and Responsibilities
The Deputy Director, Operations will deputize the Director/Chief Executive. He/she will be responsible for the implementation of the Organ's mandate in a result oriented and timely manner to achieve its set goals, objectives and agreed performance targets. Specific duties and responsibilities include: Overall in-charge of the Operations Department and regional offices; develop the long term strategy and business plans for effective operational activities; Ensure development, effective implementation and adherence to relevant policies; Ensure that operations are done within the provided legal framework and international best practices; overall in charge of the security and safety of clients, members of staff and property of the State Organ; Ensure effective implementation, monitoring and evaluation of the Organ's Operational matters; Ensure effective national, regional, and international networks/collaboration/cooperation; Offer appropriate leadership and guidance for effective operational activities of the Organ; Ensure appropriate staffing, development, and motivation of staff; Budgeting for the department and ensure prudent utilization of funds within the budgetary limits; Ensure appropriate Standard Operating Procedures are in place and adhered to; any other duties as may be allocated from time to time.

Job Requirements
For appointment to this grade, a candidate must have:

  • A Bachelor's degree in Law, Criminology, Military Science, Public Administration, Management or equivalent qualification from a university recognized in Kenya;
  • Fifteen years’ working experience, three (3) of which must have been as a Chief Protection Officer OR five years in a senior management level in the police service, military, intelligence, or international security organization;
  • Training in Intelligence, Covert Operations, Investigations, and Operational courses;
  • Knowledge in criminal justice system, covert operations, criminal investigations, the Kenya constitution, and Criminal Procedure Code;
  • Knowledge in Corporate Governance;
  • Strategic Leadership Development programme lasting not less than 6 weeks or equivalent course from a recognized institution; and
  • A valid driving license.

A candidate must, in addition, possess the following attributes: high integrity, ability to make appropriate decisions, self-driven and motivated, professionalism, strong communication skills, good conceptual skills, good interpersonal and managerial skills.
