Deputy Director, Human Resource Management and Administration, Grade KIP 3
VACANCY NO. KIP/DDHRA3/2025:
For appointment to this grade, an officer must have:
- At least twelve (12) years relevant work experience five (5) of which should have been in a management position in public or private sector;
- Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Public\Business Administration, Commerce (HR Option), Government or any other related qualification from a recognized Institution;
- Master’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Business Administration, Public Administration or equivalent from a recognized Institution;
- Management course lasting not less than four (4) weeks;
- Membership to Institute of Human Resource Management (IHRM) in good standing;
- and fulfill the requirements of Chapter Six (6) of the Constitution.

Duties and Responsibilities:
- Formulating, implementing, monitoring and reviewing human resource management policies, procedures, systems and strategies;
- Developing and implementing capacity building programmes and strategies;
- Formulating and implementing performance management systems;
- Initiating the development and implementation of a reward, compensation and benefit scheme;
- Managing and administering staff welfare programmes, employee relations and staff medical scheme;
- Undertaking Human Resource management surveys on working environment;
- Managing the records of the Institute;
- Providing advice on matters relating to human resource management;
- Coordinate human resource planning;
- Managing staff recruitment, selection, induction, placement, promotions and retention;
- Managing staff disciplinary processes and grievances;
- Administering employment contracts, pensions and gratuities;
- Managing human resource information systems and skills inventory;
- Coordinating mainstreaming of gender, HIV & AIDS and disabilities;
- Promoting Public Service values and Principles;
- Organizing maintenance services for fleet management;
- Enhancing employee experience through provision of suitable facilities that are fit for purpose, optimal, sustainable, in good condition and available for use;
- Providing support services during occupation of premises including routine maintenance, redecoration, workplace safety, furnishing, equipping, housekeeping, courier, telephony, beverages amongst others;
- Maintaining all Institute’s premises, vehicles, parking slots, licenses, and transport arrangement for all functions and activities;
- Coordinating provision of office accommodation and equipment;
- Facilitating meetings, conferences and other special events.
