Job Summary
The jobholder is responsible for managing and directing the Planning and Design functions of the Authority which include conducting road project economic and feasibility studies; development of standards in roads services for design and construction; enhancing knowledge transfer and capacity building; detailed and preliminary engineering design services including design of Roads and Structures; liaison with development partners and, financial management support for development plans. .
Duties and Responsibilities
The duties and responsibilities may fall under any of the following Directorates:
Urban Roads Planning and Design
• Review the legislations, regulations, policies, National strategic objectives and plans, technological trends within the industry and coordinate alignment of the Authorities road development priorities and objectives accordingly;
• Monitor the changes in the funding priorities and requirements of the government, development partners and private investors and advice the authority accordingly;
• coordinating the preparation of roadside development and control;
• coordinating traffic studies, traffic data management, storage and dissemination, design of roads and structures and design reviews;
• Supervise the implementation of the Intelligence Transport System Projects and programmes and operations of the Traffic Management Center;
• coordinating collection, collation and analysis of economic, environmental and social-environmental data for preparation of road investment programmes and strategies;
• coordinating of preparation of engineering design of roads and structures works and documentation for procuring of Engineering design Consultants for outsourced design assignments;
• coordinating of review of standards and specifications for road works;
• coordinating the activities in materials testing and research programs;
• coordinate partnership with other agencies for improved road emergency response;
• coordinating road safety audits and public sensitization and training on road safety;
• developing and monitoring bridge maintenance and construction programmes;
• liaising with external financing agencies for resource mobilization; and
• coordinating training and developing of staff of the department;
Urban Roads Development
1. coordinating preparation of short; medium- and long-term road works programmes;
2. coordinating review of legislations, regulations, policies, National strategic objectives and plans, technological trends within the industry and coordinate alignment of the Authorities road development priorities and objectives accordingly;
3. coordinating implementation of the authority’s Strategic Objectives relating to construction of roads and bridges and review of road and bridge/structures design;
4. coordinating the Collection, collation and analysis of data and stakeholder demands for demand forecasting regarding the roads earmarked for construction by the Authority;
5. coordinating preparation/review of tender documentation and procurement plans for road works;
6. coordinating preparation of divisional budget;
7. liaising with financing agencies for resource mobilization;
8. coordinating review of standards and specifications for road works;
9. coordinating planning and implementation of projects and program through public private partnerships and other financing frameworks;
10. ensure prudency in utilization of financial resources;
11. coordinating conduct of road safety audits during road development;
12. liasing with other agencies for improved road emergency response; and
13. coordinating the training and development of staff.
Road Asset and Corridor Management
1. overseeing formulation and implementation of road asset and corridor management policies;
2. coordinate the planning and preparation of roadside development control policies and programs through institutional consultations and collaboration;
3. coordinating the undertaking of annual road inventory and condition surveys and identification of roads to be considered for Maintenance interventions;
4. overseeing preparation of engineering design of road maintenance works;
5. coordinating preparation, compilation, analysis and implementation of annual road maintenance work programmes;
6. liaising with Kenya Roads Board and other stakeholders on management of Roads Maintenance Levy Fund (RMLF);
7. overseeing preparation and processing of tender documentation for road works and annual procurement plans;
8. coordinating operations of the Authority’s regional offices,
9. coordinating preparation of divisional budget;
10. ensuring expenditure controls and measures within the division;
11. overseeing implementation of road works emergency response programmes;
12. coordinating and monitoring supervision of road maintenance works.;
13. ensuring implementation and conformance of road management systems
14. facilitating periodic reviews of the performance standards;
15. coordinating axle load monitoring and control activities;
16. representing the Authority in local and regional development and axle load control stakeholder forums;
17. managing road reserve boundaries and usage through maintenance of road markers system and managing roads and survey data; and;
18. coordinating training and development of staff.
Qualifications and Experience
For appointment to this grade, a candidate must;-
1. Have a minimum of ten (10) years relevant experience and at least five (5) years in a management role in a comparable position in the Public Service or in the Private Sector;
2. Have a Bachelor’s Degree in Civil Engineering or equivalent qualification from a recognized institution;
3. c) Master’s Degree in a relevant field from a recognized institution will be an added advantage;
4. Be registered by Engineers Board of Kenya (EBK) as a Professional Engineer with a post registration experience of six (6) years;
5. Have a valid Annual Practicing License from EBK;
6. Have a certificate in a Management Course lasting not less than four (4) weeks from a recognized institution;
7. Be a corporate Member of the Institution of Engineers of Kenya (MIEK);
8. Be proficient in computer applications; and
9. Fulfil the requirements of Chapter Six of the Constitution of Kenya.

Terms of Service and Remuneration
The successful candidate will serve on contract for a period of three years, renewable subject to satisfactory performance and delivery of set performance targets and outcomes. An attractive remuneration package and benefits determined by the Board and relevant authorities in line with public sector guidelines will be offered to the successful candidate.
