JOB DETAILS:
THE POSITION OF DEPUTY DIRECTOR, CORPORATE COMMUNICATION AND PUBLIC RELATIONS JOB GRADE ‘KM-3’ IN THE KENYA MEDICAL PRACTITIONERS & DENTISTS COUNCIL, EQUIVALENT TO JOB GROUP ‘S’ IN THE PUBLIC SERVICE (1 POSITION)
The Deputy Director, Corporate Communication and Public Relations will be the Head of the Corporate Communication & Public Relations Department.

A. PERSONS SPECIFICATION:
For appointment to this grade, a candidate must have:
• Bachelor’s degree in any of the following: Public Relations, Corporate Communications, Journalism, Mass Communication, Communication and Media or any other equivalent qualification from a recognized institution.
• Master’s Degree in any of the above or Strategic Management.
• Registered by a relevant professional body/ society.
• Management Course lasting not less than 4 week / Corporate Governance Course.
• At least 8 years of relevant work experience.
• At least 3 years relevant experience in Management.
• Meet the requirements of Chapter 6 of the Constitution of Kenya

C. JOB SPECIFICATIONS
The duties and responsibilities in this position entail: –
• Advising the management on communication policies and strategies and suggest reviews to the strategy documents in line with existing communication legislations
• Advising the management on relevant communication platforms to streamline the flow of communications within the Council
• Advising the management on relevant corporate social responsibility programmes for implementation
• Advising on addressing complex communication issues during the implementation of research communication programs and policies
• Providing direction in developing customer care policies, complaints policies, public participation policies, procedures, guidelines and manuals
• Overseeing preparation of Strategic Communication board papers for presentation to the Council’s
• Identifying, evaluate, mitigate and monitor operational and strategic risks of the strategic communications function by maintaining relevant risk registers;
• Ensuring benchmarking, measurement, evaluation, and analysis of results are tied to communications campaigns, projects, and initiatives designed to accelerate KMPDC brand;
• Overseeing development, adoption and implementation of communication policies and strategies
• Overseeing preparation of departmental budgets and annual financial reports and monitoring absorption of budgets
• Overseeing all Council’s branding and re-branding initiatives
• Ensuring efficiency of departmental systems, processes, Standard Operational Procedures (SOPs);
• Overseeing preparation and development of quarterly departmental
• Performance Contracting targets to ensure achievement of annual targets
• Overseeing creation of all social media platforms and other communication channels for the Institute
• Participating in the development and review of the Council strategic plan
• Overseeing customer satisfaction surveys conducted by the Council
• Providing guidance on production of the Council’s IEC materials
• Ensuring timely development of the department’s annual budgets and work plans and prudent use of all resources allocated through proper monitoring of fund absorption
• Ensuring the departmental targets are set and sign performance contracting targets on behalf of the department, and oversee cascading of the targets to individual employees.
• Identifying and recommend relevant media training for the Council’s Chief Spokesperson to ensure the CEO is well prepared for all engagements
• Providing leadership in crisis management
• Acting as internal consultant in matters strategic communications
• Providing direction on selection of appropriate channels and technologies for creation of awareness to the public on the Council activities, services and products
• Overseeing all media activities for the Council
• Working with the CEO in identifying relevant corporate social responsibility programmes for the Council and incorporate them in the departmental annual
• work plans for budgeting, and participate in the implementation of the same after approval.
• Ensuring timely development of the Council’s customer service charter, its
• implementation and evaluation to ensure products and services delivered to customers conform to set standards and timelines
• Mentoring, guide and supervise staff within department
• Representing the CEO in consultations with a diverse set of stakeholders
• Determining the quality of reports/information before publication and dissemination.
• Manage the corporate image of the Council
