Personal Specifications
For appointment to this grade, an officer must have: -
• At least nine (9) years relevant work experience in Public Services or Private Sector, three (3) of which in Management
• Bachelor’s degree in any of the following fields: Education, Project Planning & Management, Social Sciences, Business
• Management/Administration or equivalent qualification from a recognized institution
• Master’s degree in any of the following fields: Education Project Planning and Management, Social Sciences, Business
• Management/Administration or equivalent qualification from a recognized institution
• Certificate in computer application skills from a recognized institution
• Leadership Course lasting less than four (4) weeks from a recognized institution
• Professional Certificate in Training from a recognized Institution
• Meets the provision of Chapter Six of the Constitution
• Demonstrated professional competence and managerial capability as reflected in work performance.
Competencies and Skills
• Management experience in leading and developing an ICT support team
• Analytical skills; able to evaluate information and situations and take sound decisions
• Project management skills and ability to prioritise
• Excellent organisational and analytical skills
Responsibilities:
Duties and responsibilities at this level will include: -
• Training developments at Regional and International levels;
• Presenting Departmental budget to the CEO/Board for further consideration; and
• Coordinating Departmental resources and activities.
• Developing policy documents, curriculum for training and capacity building;
• Ensuring capacity development and literacy operating plans and work plans of the strategy are implemented;
• Working together with the Director, Programmes & Processes and ICT project stakeholders to develop needs-based capacity building strategies in line with Government’s Policies and Standards;
• Liaising with the International Authority Foundation on Review of Training materials;
• Networking with Government stakeholders and identify ICT capacity gaps, develop innovative programmes that address the needs whilst maintaining quality and efficiency in service delivery;
• Supporting engagement of Governments of Kenya Ministries, Departments & Agencies as well as other stakeholders for ICT capacity and literacy development;
• Staff performance management; and
• Preparation of Board Papers on ICT Capacity Development issues.
