JOB DETAILS:
Overview
The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. ECHO works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.
ECHO is recruiting one National Staff to be based in Nairobi as a Human Resources Focal Point

1. Duties & Responsibilities
The HRFP will be based in Nairobi, and he/she contributes to the planning and implementation of all the tasks relating to the management of human resources. His/her responsibilities include the support to offices of the region: offices in Kenya, Somalia, SAIO (South Africa and Indian Ocean office), Uganda, Ethiopia, Sudan, South Sudan and Nigeria. Within the limits of the delegated authority, the Human Resource Focal Point is responsible for the below high-level responsibilities:
Human resources management
• He/she is part of a team in charge of the management of human resources, providing support for the offices.
• He/she collects the labour codes applicable in the different countries and assess compliance of ECHO field office HR documents with local laws and DG ECHO frameworks and policies. He/she ensures the consistency in the application of rules and procedures of national staff management.
• He/she provides support for regularly updating the organisation charts of the offices.
• He/she is the point of entry in cases of conflict/differences between colleagues within their area of responsibility.
• He/she is involved in the medical files in accordance with the provisions of HQ.

Recruitment
• He/she contributes to the most appropriate terms of reference for posts.
• He/she supervises the whole recruitment process in accordance with the procedures in place and will prepare the recruitment and selection report and the request for authorization form.

Training
• He/she carries out training, information (including “welcome pack”) and integration of newly recruited staff.
• He/she shall take part in the development and implementation of training strategies, carrying out the analysis of training needs, contributing to the establishment of training budgets and supporting training applications.

Employment
• He/she shall prepare/verify work contracts.
• He/she maintains the personnel files for national staff.
• He/she acts as a contact point with DG ECHO HQ for the mission insurance and life insurance

Evaluation
• He/she shall coordinate, with the various stakeholders, the annual appraisal exercise, and the promotion exercise.

2. Required Qualifications
Education: A relevant first level university degree or equivalent professional experience.
Knowledge and experience:
• Minimum of 5 years of relevant professional experience at national or international level in human resources.
• Experience in the management of files with a complex organizational dimension.
• Experience in a non-governmental organisation or an international organisation is an advantage.
• Very good communication and drafting skills.
• Experience in the use of computers and office automation software (MS Word, Excel, etc.).

Languages: An excellent command of English (written and oral);
3. Required Skills
Impeccable conduct in service, drive for results, excellent communication skills, capacity to work with others, adaptability and Flexibility and leadership skills.

Bachelor Degree
