Principle Duties and Responsibilities:
Shared-Cost Platform
• Work closely with the Country Platforms team and in-country representatives to create shared-cost platforms that allow for economies of scale, ensuring the possibility to scale/downsize proposed platform based on future projects
• Create detailed shared-cost memos that outline roles and responsibilities between projects and methodologies for allocating costs amongst teams
• Oversee the allocation of shared costs
• Prepare division of responsibilities related to shared costs amongst projects, adjusting as needed to ensure adaptation and success
• Develop standardized policies, templates, and procedures as necessary in alignment with Chemonics policy and local Law, including but not limited to policy manuals, employment agreements, and shared-cost subcontractors
• Work closely with Country Platforms Team and Benefits and Compensation to develop country-wide and/or regional wide compensation scales – in select countries
• Create a toolkit for teams to repurpose for use in other contexts and train other shared-cost focal points in the region on the tasks outlined above
Global Mobility
• Executes global mobility processes supporting short and long-term transfers, assignments, and domestic or international relocation in the region
• Organize and coordinate subject matter experts within Chemonics for provision of global mobility related activities and services; advises employees, business units, and external vendors on remote work process, exceptions, and policy
• Foster relationships with internal stakeholders, focused on positive and informed customer service interactions
Pilot Program Management
• Under the direction of the Advisor, Country Platforms, oversee Pilot programs in Kenya and in other pilot countries in the region, including hiring, onboarding, and backstopping
• Suggest guidance updates and recommendations based on lessons learned
• Provide trainings for Ops and HR teams and anchor project focal points
Country Owner Responsibilities
• Work closely with designated country owners and project operational staff, legal and tax firms and the Chemonics registration and compliance team
• Review existing registrations to ensure full compliance with reporting requirements and host country laws
• Review Country Platforms Registration and Tax Checklist to ensure all information is saved in our country platforms portal and registration tracker
• Maintain ‘country platform’ portals (the landing page where country information is housed and associated MS Teams Channels) and join the Country Platforms Teams channel
• Where necessary, channel relevant updates and communications of general interest/concern to Country Platforms team and Africa-based country owners
• Train country owners in the region on Country Owner responsibilities
Qualifications:
• Minimum 5 years of relevant work experience in project management with USAID or other donor clients
• Thorough understanding of donor/client regulatory and management requirements and demonstrated ability to apply and adhere to those requirements in project management
• Demonstrated understanding and fluency in Chemonics’ operations, policy, and financial and accounting systems and procedures preferred
• Demonstrated leadership providing regional financial and/or compliance support on a project management team; experience serving as the operations, financial and compliance authority in donor-funded project office strongly preferred
• Demonstrated ability to solve all facets of extensive complex, multi-faceted managerial and operational issues which require extensive knowledge, varied experiences, access to multiple talent/resources and independent judgment
• Ability to work independently and as part of a team
• Clear and concise verbal and written communications; strong cross-culture communication and sensitivity skills
• Experience working in Kenya or a similar context
• Demonstrated leadership, versatility and integrity
