PURPOSE OF THE CONSULTANCY
The main purpose of this evaluation is to assess and validate the status of the project indicators before implementation, support in co-creating progress markers for the indicators as well as review and adjust the indicators or its value and provide recommendations for implementation of the project informed by the baseline findings. The data collected will aim to describe the situation prior to a development of intervention, against which progress will be assessed in the implementation period. Thus, the baseline data is essential to monitor and track changes during the project implementation.
Objectives of the Consultancy:
• The baseline evaluation will assess the baseline value of the indicators and work with the relevant stakeholders and implementation partners to validate the findings.
• Conduct a creative workshop with implementation partners to develop core progress markers as well as strategies in achievement of the baseline indicators and agree with the partners how success will look like if the project results are achieved.
• The evaluation will document lessons learned, best practices and give recommendations for effective implementation of the project by implementing partners and other stakeholders.
• Project Indicators:
• The project has the following indicators:
• # of national-level regressive policies, legislation, or administrative action (memos)
• challenged and/or blocked.
• Number of existing laws, policy, judicial decision or budgets implemented that expands
• access to SRHR.
• Number of legal decisions including SRHR standards influenced or challenged at national
• and regional levels that hold governments accountable for SRHR gains.
• Number of engagements with TMBs to recognize that States have an obligation to ensure
• strong legal reproductive rights.
• % change in use of knowledge on interpretation of laws, policies and judicial decisions made
• on SRHR is expanded to for judicial officers and SRHR partners
• It is desirable that the Results and recommendations of the baseline evaluation will inform the redesigning,
• programming and management of the potential new partnerships within the sector.
SCOPE OF WORK
The Consultancy is to be carried out by the Consultant as an individual or a consultancy firm. CAROL and the implementing partners envision the assignment to be carried out by a individual Consultant or Consultancy firm which has either or both international and local experience. The Consultancy is to be carried out partly as a desk study and partly as a fieldwork process in in Kenya and Rwanda.
The following shall entail the scope of work for the Consultancy:
• Development of a brief inception report based on a desk study as well as meetings with CAROL, NAYA, RHNK, GLIHD and other relevant organizations/ partners. The inception report should cover desk study findings, proposed methodologies and work plan.
• Coordinating all field activities (interviews, meetings, photography etc) in Kenya and Rwanda including consulting with CAROL, NAYA,RHNK and GLIHD on how to access relevant project stakeholders for the assignment.
• Submission of a draft report (intermediate report with key findings and recommendations) based on findings from the baseline evaluation.
• Meetings with CAROL, NAYA, RHNK, GLHID and to present and discuss preliminary results of the baseline evaluation.
• Submission of a final Evaluation report. The report should be logically structured including the Executive summary, Intervention description, Assessment purpose, Assessment methodology, Findings, Conclusions, Lessons and Recommendations, and annexes (key officials interviewed, documents consulted, and data collection instruments). The report
• should respond in detail to the projects objectives and indicators described above.
EVALUATION METHODOLOGY/APPROACH
The Consultant, in consultation with the project team is expected to develop an appropriate evaluation approach/methodology to address the baseline evaluation objectives. The evaluation approach should demonstrate a close link between the data collected for an evaluation and the methodology that will be employed to ensure the baseline indicators estimate is unbiased. The evaluation methodology developed by the consultant will be reviewed and approved by CAROL before the rollout of data collection. The evaluation methodology will include and not be limited to:
• Review of relevant documents of the projects including the Project proposal, among others
• as submitted by CAROL project team.
• Data collection approaches and tools, focusing on semi-structured interviews with relevant stakeholders.
• Data analysis techniques as well as triangulation of the findings to ascertain the baseline findings.
TIMING OF THE CONSULTANCY
The scope of work is estimated to cover a period of 27 working days including 7 days of preparatory desk study, 10 days of fieldwork in Kenya and Rwanda and 10 days for report compilation and submission. The consultancy should be completed by 31st March 2023.
Below is an indicative overview of the expected distribution of number of days for the assignment to assist when preparing the budget. The budget should also include travel cost and other reimbursable costs such as communication costs, etc. The bids will be assessed based on value for money, appropriateness of methodology and the competencies and qualifications.

COMPETENCIES AND QUALIFICATIONS OF CONSULTANT(S)
The evaluation will be conducted by a consultant or team of consultants with a team leader and partners having the following main qualifications:
• At least a master’s degree or equivalent in Monitoring and Evaluation, Public Health, Sociology, legal frameworks, health and the law, development studies, or related social sciences.
• At least 5 years of experience in conducting baseline, midterm and end-term assessment/evaluations, impact assessments or similar assignments in health rights,
• community development programmes and projects and experience in writing evaluation and research reports.
• Demonstrated ability to assess complex situations to analyze critical issues succinctly and clearly and draw conclusions and recommendations.
• Proven in-depth understanding and consulting experiences on institutional set-up of complex development programmes.
• Substantive knowledge of participatory monitoring and evaluation processes and experience with multi-stakeholder/community development interventions.
• Have a clear understanding of the Kenyan and Rwanda SRHR and Youth context.
• Consultants with a base or partners in Kenya and Rwanda will be encouraged to apply.
• The consultant(s) should not have been engaged in the objective areas to be evaluated, or responsible in decision-making roles for the design, implementation, or supervision of the project.
• The exercise will require impartiality and a comprehensive and balanced appraisal of the strengths and weaknesses of the project and activities to be implemented. The selected consultant/consultancy firm will be expected to adhere to a code of conduct (Statement on Ethics) and conduct self/ themselves according to the expected ethical standards.
