The PRS Department reports to the Director-General and is responsible for creating the institutional framework and capacity for the prevention, response, and accountability in the area of sexual misconduct which includes sexual exploitation, abuse and harassment). It works in close coordination and collaboration with all leadership, accountability, enabling and programme functions across the three levels of the Organization to safeguard all WHO’s work from SEAH. PRS is made up of a small core team and seeks to contract work related to learning, networking, and peer support amongst the global network of PRSEA focal points and other related personnel to a suitable consultant.
Deliverables:
Deliverable 1 (Expected by: December 2023):
• Contribute to the development and operationalization of a competency framework for WHO personnel and implementing partners provided.
• Map SEAH prevention and response-related competencies in different parts of the WHO workforce.
• Contribute to the identification of suitable learning interventions that help build the required competencies.
• Map a learning pathway and identify and develop learning resources for PRSEAH focal points and other priority personnel.
• Identify and pilot methods to assess and monitor the acquisition of required competencies by different parts of the WHO workforce.
Deliverable 2 (Expected by: December 2023):
• Delivery of a regular learning programme for PRSEAH focal points facilitated.
• Facilitate bi-weekly learning and experience-exchange events for PRSEAH focal points around the globe (300+ focal points, multiple time zones, simultaneous interpretation for certain regions).
• Contribute to the preparations and roll-out of face-to-face learning events at global, regional & country level.
• Support focal points in the use of a WHO PRSEAH learning passport app and related technologies.
• Act as the first point of contact for questions by PRSEAH focal points related to learning and capacity development.
• Help develop regular podcasts and other online learning products.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
• University degree in business administration, project management, or another relevant field.
Experience
Essential:
• Over 5 years of relevant experience in network management, project management, learning interventions, competency framework development, competency assessment, and capacity building support, or related field.
Desirable:
• Experience in management of multi-national networks of learners.
• Experience in the production of learning content/materials.
Skills/Knowledge:
• Strong project management skills.
• Strong organizational skills.
• Attention to detail.
• Good analytical skills.
• Strong communications skills.
• IT savvy.
• Ability to coordinate the writing of official documents with various stakeholders.
• Self-motivated.
• Capacity to produce at short notice and against a tight deadline.
• Ability to work in multicultural teams.
Languages required:
Essential
• Expert knowledge of English and French.
Desirable
• Knowledge of other UN languages.
Location
On site: HQ, Geneva, Switzerland.
Travel
The consultant is expected to travel.
