JOB DETAILS:
Purpose of consultancy
• The purpose of this consultancy is to provide support and facilitate RMNCAH and resource mobilization activities in WHO Somalia country office. The consultant will coordinate with the national RMNCH team, as well as provide support to various RMNCAH, resource mobilization and reporting activities.

Background
• According to the Somali Health and Demographic Survey 2020, the population of Somalia is 12.3 million 51 per cent dwelling in Urban areas, 23 per cent in rural areas, and 26 per cent are nomads. Estimates suggest that Somalia has one of the highest fertility levels in the world the total fertility rate for Somalia stands at 6.9 children per woman. 37 per cent of currently married women have an unmet need for birth spacing services (29 per cent for spacing births and 8 per cent for stopping childbearing). The Maternal Mortality Ratio is estimated at maternal deaths 692 per live births 100,000. 1 in 1000 women aged 15-49 die due to pregnancy-or birth-related complications and 1 in 20 women would be expected to die from pregnancy-related causes during their reproductive lifetime (SHDS, 2020). The leading causes of maternal mortality are postpartum hemorrhage, pre-eclampsia/ eclampsia, obstructed labor, and sepsis. 32 per cent of births were delivered with the assistance of a skilled health care provider. 21% of births were delivered at a health facility (SHDS, 2020). According to the estimates generated by the WHO and Maternal and Child Epidemiology Estimation Group (MCEE) 2018, newborns mortality is 38/1000 births and stillbirths are 36/1000 births the major causes of newborns mortality are 23% preterm complications, 37% intrapartum related events, 16% sepsis and tetanus which can be prevented by providing quality care to during pregnancy, childbirth, and the postnatal period (MCEE, 2018).
• To contribute to sexual and reproductive health including, maternal, neonatal, and Child health (SRMNCAH) quality improvement in Somalia, WHO Somalia Country Office collaborates with the Ministry of Health (MOH) and other relevant stakeholders to support the strengthening, of SRMNCAH services. WHO has been supporting Somalia’s MOH to develop SRMNCAH services in the country, in order to move towards the implementation of evidence-based SRMNCH interventions.

Deliverables
Output 1: Assist in planning and monitoring progress of RMNCAH activities for Somalia Country Office:
• Deliverable 1.1: Conduct technical briefing for the planning of RMNCAH activities in Somalia for the Somalia Country Office. Reviewing the current challenges facing the programme and document the lessons learned.
• Deliverable 1.2: Assist in designing an action tracker to measure the implementation progress of the planned activities
• Deliverable 1.3:Assist in drafting background papers and briefing documents, statements, talking points and reports on the programme.
• Deliverable 1.4:Conduct weekly meetings during the assignment with designated counterparts within government departments to measure the programme implementation.

Output 2: To provide support to various RMNCAH and other health activities, including for resource mobilization, as well as the development of concept papers, reports and visibility materials
• Deliverable 2.1: Draft concept notes and proposals for resource mobilization opportunities for 2023
• Deliverable 2.2: Communicate with WHO country office focal points to recommend structure and plan to support the development of visibility materials, as well as the organization of related events (physical, virtual) to raise awareness about RMNCH and other health programmes with the aim of mobilizing additional resources from donors during 2023.
• Deliverable 2.3: Support preparation of donor and other relevant reports.

Qualifications, experience, skills and languages
Educational Qualifications:
• Essential: University Degree in Public Health, health sciences, nursing or any relevant field.

Experience
Essential:
• Up to 5 years of experience in areas related to health programming, programme/project management, and/or resource mobilization.
• Previous experience working with WHO or another UN agency an asset.
• Experience working in Somalia, or in another humanitarian context desirable.

Skills/Knowledge:
• Report-writing skills (in English);
• Strong analytic skills;
• Excellent communication and time-management capacity;
• Languages and level required (Basic/Intermediate/Expert):
Excellent knowledge in English
