JOB DETAILS:
Purpose of consultancy
• To provide technical expertise on the paediatric HIV treatment and care area of work, as well as WHO leadership’s work for the Global Alliance for Ending AIDS in Children with WHO member states, WHO regional, HQ offices and units and other Alliance Partners at National, Regional and HQ levels.

Deliverables:
Task 1: To contribute to the WHO country engagement and provide technical guidance to the 12 partner countries participating in the 1st phase of the Global Alliance to end AIDS in Children. The consultant will:
• facilitate regular meetings with partner country WHO offices to follow-up development of implementation plans, workplans, monitoring tools and accountability plans for implementation of the initiative activities developed by partner countries
• provide technical guidance to countries to support activity prioritization and ensure WHO guidelines are implemented.
Deliverable 1.1: Status report of national programme plans by the 12 partner countries.
Timeline: 30 March 2023.
Deliverable 1.2: Summary status report of Global Alliance to end AIDS in children implementation for the 12 partner countries.
Timeline: 30 November 2023.
Deliverable 1.3: Meeting notes and reports on technical assistance provision.
Timeline: 30 November 2023.
Task 2: To provide technical guidance to countries and regions in the dissemination and adoption of WHO guidelines on testing, care and treatment for children
living with HIV. The consultant will:
• Prepare technical presentations at webinars, conferences, meetings, and workshops organised by WHO, National programmes or other partners.
• Contribute to the development of country resource mobilization proposals.
• Develop and maintain a policy tracker on uptake of WHO policies to inform WHO technical assistance.

Deliverable 2.1:Update at least 10 slide sets for presentation made at organised meetings/ webinars.
Timeline: 30 March 2023.
Deliverable 2.2: Quarterly report on technical expertise provided to National guidelines and funding proposal development.
Timeline: 30 March, 30 June, 30 September, 30 November 2023.
Deliverable 2.3: Updated policy tracker on uptake of WHO policies on DTG 10mg (note relevant for UTD reporting) and other relevant policies.
Timeline: 30 June 2023.
Task 3: To contribute to the paediatric and adolescent’s capacity building component of the WHO AFRO-ECHO platform.
Deliverable 3.1: Q1-2 Draft agenda, slides and dissemination material for 2 technical webinars or country support calls.
Timeline: 30 May 2023.
Deliverable 3.2: Q3-4 Draft agenda, slides and dissemination material for 4 technical webinars or country support calls.
Timeline: 30 November 2023.
Task 4: To contribute to the work of other departments across WHO.
Deliverable 4.1: Draft chapter of the HIV chapter of the Blue Handbook by Maternal and Child Health department.
Timeline: 30 November 2023 and dependent on the progress of the update of the Blue Handbook.

Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:

• Advanced university degree in medicine.
• Postgraduate degree in paediatrics.
Desirable:
• Advanced university degree in Public Health or related area.

Experience
Essential:

• Over 10 years’ experience in the management of children living with HIV, out of which 5 years’ experience in support to scale up HIV services.
• Experience in support guidelines development and adoption
• Experience working with national programmes in lower- and middle-income countries.

Desirable:
• Experience in providing technical assistance to countries

Skills
• Evidence of strong skills in programme design and management
• Strong background knowledge in the area of paediatric HIV
• Specific knowledge of WHO guidelines and its implementation at country level.
• Basic knowledge of human rights, community engagement and gender equity in relation to disease response
