JOB DETAILS:
Consultant - Global Health and Peace Initiative (GHPI)

Situated within the Interagency Policy for Emergencies (IPE) team within the Emergency Response ADG Office, the Consultant will be responsible for providing operational support to the Interagency Policy for Emergencies (IPE) Unit, on the Global Health for Peace Initiative (GHPI).

Deliverables
Facilitate the GHPI Roadmap consultation process and the learning research agenda of the GHPI in order to generate evidence on health for peace work from meetings and receipt of inputs.
• Consolidate feedback from round #2 of the Roadmap consultation process and provide a summary and detailed overview of inputs from Member States, Observers, UN agencies, and non-State actors.
• Prepare the ‘Add-1’ document for submission to WHO’s GBS by 15 November 2022, linked to the Executive Board (EB) meeting, in order to provide an update to Member States/the EB on the Roadmap consultation process.
• Prepare speaking notes and presentation for round #2 of the Roadmap consultations.
• Use the consolidated feedback to update the Roadmap for internal review (by 30 November2022).

Finalize the draft GHPI Roadmap for the EB meeting while contributing to capacity-development activities on the GHPI.
• Finalize the Roadmap, based on internal feedback and upload the final GHPI Roadmap to the URL for the Executive Board meeting – by 14 December 2022.
• Produce speaking notes for the Executive Board meeting to explain actions taken between November 2022 and the finalization of the Roadmap.
• Prepare any advocacy, engagement, or response to Member States, Observers, UN agencies, and non-State actors regarding their inputs or concerns related to the Roadmap.
• Prepare documentation for the launch of the Handbook on Health for Peace in collaboration with the technical team.

Prepare advocacy documents linked to the GHPI and provide expertise to WHO Technical teams, Regional Offices, Country Offices in the design, implementation, and monitoring & evaluation of ‘Health for Peace’ programming through remote or in person meetings and through inputs on draft documents.
• Prepare advocacy materials (such as speaking notes, presentations, briefings) related to the Roadmap development process and the GHPI more broadly.
• Prepare advocacy documents required for the Executive Board meeting (by January 2023) and the World Health Assembly.
• Update existing advocacy materials, in addition to developing new advocacy materials.

Educational Qualifications
Essential:
• University degree in social or political science, diplomacy, international relations.
Desirable:
• Development studies or related.
Experience
Essential:
• At least 5 years’ experience relevant to the ‘health for peace’ approach.
• Experience in peacebuilding; conflict analysis and conflict sensitivity.
• Experience in research in the field of peacebuilding and public health.
• Experience in program design and monitoring & evaluation.

Desirable:
• Experience working with the UN Peace Building Fund or on UN PBF projects and initiatives.
• Experience in fundraising for peacebuilding activities.

Skills/Knowledge:
Essential:
• Technical expertise in peacebuilding and/or public health.
• Familiarity with the humanitarian inter-agency coordination system including sound knowledge of the UN sustaining peace agenda.
• Strong research and writing skills.
• Strong organizational skills.
• Ability to work in a proactive and independent manner, multitask and produce results under pressure.

Desirable:
• Excellent interpersonal skills with political awareness, diplomacy, tack and courtesy.
• Proven ability to summarize technical information in a clear and concise manner and in proposal development.
