• facilitate the ongoing process to collect information on intersectoral interventions;
• contribute to the definition of costing methods using UHC Compendium data, including for the costing of human resources and health products;
• contribute to a systematic review on health care visit length.
OneHealth Tool (OHT):The consultant will contribute to the translation of data collected from the UHC Compendium into inputs for costing and cost-effectiveness analysis for the OHT. The consultant will specifically:
• contribute to the development of new modules for the OHT and the revision of existing modules; and
• contribute to cost-effectiveness analysis for select interventions and map those to the clinical service bundles in the UHC Compendium.
Deliverables
Deliverable 1: UHC Compendium• 1A: Prepare monthly report on progress with respect to the above three work streams and specifically report progress on the following deliverables: number of intersectoral interventions for which data has been collected, written feedback and contribution on costing methods, and written contributions to the systematic review protocol and subsequently to the actual review.
Deliverable 2: OneHealth tool• 2A: Prepare monthly report on progress with respect to contributions provided to the addition or revision of OHT modules.
• 2B: Provide analysis for the development of cost-effectiveness estimates and mapping to the UHC Compendium.
Educational Qualifications:
Essential:• University degree in economics or health economics
Desirable:
• Masters’ degree in economics or health economics
Experience
Essential:• Minimum 5 years relevant experience in health economics or in a similar field.
• Experience with costing of health interventions.
Desirable:• Experience with WHO or other UN agencies.
• Experience with non-governmental organizations and bilateral agencies.
Skills/Knowledge:
Strong technical skills in: • data analysis, database management – particularly in relation to interventions, costs and resource use for benefit packages.
• analysis of quantitative datasets and development of data visualizations
• Familiarity with the UHC Compendium and the OneHealth Tool.
• Strong interpersonal skills.
• Excellent time management and project management capabilities.
• Understanding of the use of data – including economic evidence - to inform health care decision making.
