JOB DETAILS:
The consultant will report to the Project Manager for YOURS and collaborate with other team members in the project, as well as with support staff at the UN-Habitat headquarters in Nairobi. Under the overall supervision of the Head of Country Programme and the direct supervision of the YOURS Project Manager the consultant will perform the following responsibilities:
• Develop a work plan to be approved by UN-Habitat.
• Review and analyze existing youth centre operational models in Somalia and global best practice including governance, income generation and service delivery.
• Identify and analyze specific supply and demand opportunities for the Baidoa Youth Centre to generate income.
• Consult with relevant stakeholders (government, NGOs, CSOs) and service users (young people) to collate best practices of sustaining the Baidoa Youth Centre.
• Develop a Sustainability Strategy including a one-year action plan for how to sustain the Baidoa Youth Centre effectively, and in ways that are practical, realistic and long-term.
• Develop a process for meeting the immediate costs of the Baidoa Youth Centre such as initiation of trainings and services, staffing, and running costs such as electricity, water, internet etc .
• Develop relevant and practical capacity building tools to support the management of the youth centre by selected youth organizations to effectively maintain the centre while implementing crucial services that are free of charge.
• The Sustainability Strategy and capacity building tools must consider and address dimensions such as gender, context-based human rights values, targeted community, equality and diversity.
• Present the Sustainability Strategy to UN-Habitat and key stakeholders through a consultative process to further revise and improve the strategy based on inputs.
• Present findings to the steering committee.
Qualifications/special skills
• Master’s Degree in International Development, Social Works, Political Science, Law, Anthropology, Human Rights or another relevant field is required.
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
• Minimum of 2 years relevant work experience in the humanitarian sector in developing countries, preferably Somalia, with government actors, international organisations or NGOs is required
• Experience in post-conflict/fragile states is desirable
• Experience in developing youth centre sustainability strategy, preferably in Somalia, is desirable.
• Strong research and writing skills including experience producing studies and reports is desirable
Languages
