JOB DETAILS:
Summary of Key Functions: 
• Ensure effective project management 
• Support the Chief, DCOE, with the oversight of the work of the vendor engaged under a separate institutional contract to do a CRVS landscape analysis. Coordinate and manage the development or adaptation of the digital CRVS MVP via regular meetings with the technology vendor and regional offices under the supervision of the DCOE 
• Lead the design, planning, execution, and monitoring of activities in the development/ adaptation of the MVP  
• Ensure the quality of deliverables in the development of the DPG; ensure that system and business requirements are met
• Ensure clarity of the roles and responsibilities among all stakeholders
• Update and implement the monitoring and evaluation plan with key performance indicators while working in close coordination with the Digital CRVS Specialist and Chief, DCOE 
• Monitor and continuously assess the initiative activities and provide recommendations for change in approach 
• Establish communication flows between the key stakeholders including but not limited to UNICEF personnel at all levels and the technology vendor 
• Serve as a liaison for internal coordination between the Regional ICT/T4D teams, HQ, OOI SP technical experts across the organization 
• Ensure timely and appropriate reporting throughout the programming process and adequate monitoring and documentation of key processes
• Provide timely progress reports, including highlights on anticipated delays, and inputs to financial reports as requested  
• Coordinate Technical Field Support   
• Coordinate development of CRVS DPG development and implementation workplans across countries involved, ensure synergy and oversee overall timeliness in implementation 
• Oversee country office support required for the configuration, interoperability, deployment and adoption of the identified digital public good CRVS system 
• Timely and coordinated support in the deployment of the digital CRVS initiative across countries 
• Maintain record of key meetings  and priority activities  
• Provide guidance and templates of key documents required for establishment of the local governance structures and partnerships 
• Support Communication, Partnerships and Advocacy 
• Report on the progress of existing initiatives and solutions including lessons learnt
• Develop initiative briefs and other products supporting promotion, regional sharing and communication  
• Provide inputs to the promotion strategy for the identified digital CRVS DPG 
• Support identification of potential implementation partners for identified digital CRVS system, and facilitate partnership building   
• Provide inputs into partnership and fundraising strategies, and donor proposals 
• Knowledge and Community Management  
• Contribute to the development of guidance documents, adoption standards, procedures and partnerships for the digital CRVS initiative as well as technology initiatives broadly, both regionally and globally   
• Develop, curate, and maintain capacity strengthening and learning materials, including and not limited to online trainings, knowledge base articles, FAQs, etc.   
• Ensure knowledge management best practices for implementation of the digital CRVS DPG 
• Actively drive contribution and community engagement with the digital CRVS community of practice, including consolidating, summarizing, consulting, and fermenting ongoing discussions around new features, bugs, updates, upgrades, and updates 
• Contribute to onboarding contents, documents, and trainings 
• Help remote teams collaborate effectively. Harvest, curate, and share knowledge products and learning summaries towards promoting better understanding, knowledge and learning within the digital CRVS community with the ultimate objective of contributing to a culture of learning 
• Animate a community of practice around the identified digital CRVS DPG making use of all relevant UNICEF platforms including and not limited to Yammer, ICON, etc. 
To qualify as an advocate for every child you will have
• An advanced university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development or another relevant technical field.  *A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree. 
• A minimum of five years of relevant professional experience in project management in a large international organization and/or corporation with multi stakeholder projects with demonstrable results, and stakeholder satisfaction information communication technology for development (ICT4D) in a large international organization and/or corporation is required. 
• Experience identifying, designing, and implementing solutions for large-scale projects with technical components including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.     
• Experience in Open Source, mobile, web-based and emerging technology applied to UNICEF programme areas is extremely desirable.   
• Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, and child protection and experience in applying technical solutions to address programmatic issues.  
• Experience with RapidPro, OpenSRP, OpenCRVS, DHIS2, ODK or other global digital public good technologies, and deploying, maintaining, and scaling these technologies is highly desirable.    
• Experience in managing relationships and coordination with multiple stakeholders in implementing ICT projects and exploring space for collaboration and partnerships.  
• Project management skills including task prioritization, workflow coordination, and results-driven strategies.    
• PMI or Prince 2 Project Management Certification highly desirable  
• Experience with professional software engineering practices and best practices for the full software development life cycle    
• Relevant work experience related to knowledge management, development of training  programmes/materials focusing on ICT and digital innovation     
• Experience with project management, managing and executing multiple tasks with little supervision while meeting sometimes inflexible deadlines  
• Demonstrated creativity, ability to think systematically, willingness, and ability to incorporate innovative solutions.  
• Experience working within the social impact and international development space  
• Demonstrated strong writing and presentation skills. Strong analytical and interpersonal communication skills, attention to detail. Ability to translate business needs into technical requirements and translate complex concepts in a simple manner for a non-technical audience.
• Fluency in English and working knowledge of French is a minimum requirement. Knowledge of another official UN language is considered as an asset.
