In Africa. MI is active in eight countries: DR Congo, Uganda, Kenya, South Sudan, Nigeria, Ethiopia, Tanzania and Guinea with a regional office in Kampala, Uganda. MI works closely with the government, civil society and the private sector in all the countries.
The German Ministry for Economic Cooperation and Development through Malteser International in partnership with the line ministries and stakeholders proposes One Health Project in Northern Kenya and Southern Ethiopia region. The Concept puts emphasis on health risks emerging at the human, animal, environment interface which requires close cooperation and coordination to prevent and control emerging or re-emerging health risks at the animal-human-ecosystem interfaces. The proposed project has the following outcome and outputs:
Impact: Contribute to improving human, animal, and environmental health in Northern Kenya and Southern Ethiopia with a focus on zoonotic infections by sustainable cross-sectoral strengthening of local capacity
Outcome: Reduction of morbidity and mortality from zoonotic infections with epidemic potential and severe impact on population health through a multisectoral One Health approach and intervention in the Maikona Ward (North Horr Sub-County, Marsabit County, Kenya) and Dire woreda (Borena zone in Oromiya region), Ethiopia
Sub-outcome/Outputs 1: Strengthened and established One Health systems and structures that can respond in a coordinated and appropriate manner to zoonosis and epidemics through a reinstated multi-sector / One Health taskforce
Sub-outcome/Output 2: Improved human, livestock, and environmental health leading to control and prevention of zoonotic epidemics, increased food security, improved health, and applied WASH practices
Sub-outcome/Outputs 3: Integration of One Health research components and build-up of two sustainable model farms for trainings, research, and best practice in both regions.
Purpose
The purpose of this assignment is to provide a comprehensive feasibility study under the One health concept. The evaluation of the planned project should be in accordance to OECD DAC criteria (www.oecd.org/development/evaluation/daccriteriafo-revaluatingdevelopmentassistance.html). They include a collection of relevance, coherence, effectiveness, efficiency, impact, and sustainability. The feasibility should look at criteria at macro, meso and micro levels and include opportunities and risks.
Engagement with the respective line ministries and One Health stakeholders is expected, as well as alignment to national strategies and policies.
The required full report & study should also contain recommendations that influence the development of a final proposal of a One Health Project in Marsabit County in Kenya and Borena Woreda in South Ethiopia with the German Ministry for Economic Development and Cooperation and will finally be part of the submitted proposal.
Expected Results
The selected consultant/firm will be expected to deliver on the scope of work below:
• Inception report outlining the detailed approach and methodology to this assignment, problem analysis, local project partners, and target groups.
• Evidence Generation: The consultant will conduct fieldwork to the program areas in Marsabit and Borena woreda to collect evidence and raw data on feasibility of the proposed One Health project.
• Providing a detailed report on the feasibility of the one health concept from analysis of the raw data
• Present summary findings on the One Health Concept to the MI, PACIDA, and other stakeholders before final report for feedback.
• Submit the final report, and final cleaned data set.
Timeframe and deliverable
The work detailed in this term of reference to be done for 15 working days between 20th April 2022 and 04th May 2022. Key deliverables for the assignment include the following.

Key Competence
The consultant/firm should have at least 5 years in designing in Human, livestock and environmental health projects in arid and Semi-Arid areas of Kenya and Ethiopia. A Masters or doctoral-level qualification in Public Health/Veterinary Medicine Development Studies or Social Science preferred with a sound technical knowledge of Human, Animal and Environmental health.
