About CRAFT
The Climate Resilient Agribusiness for Tomorrow (CRAFT) Project is a 5-year, project being implemented in Kenya, Tanzania and Uganda. The project is implemented by SNV (lead partner), in consortium with Wageningen University & Environmental Research (WUR & WEnR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabo Partnerships. It is funded by the Dutch Ministry of Foreign Affairs (DGIS).
The programme is implemented around three main pillars or work streams.
Climate change has resulted in extremely poor yields and low return for farmers, and other actors (e.g., buyers, processors) in the target value chains (sorghum, potato, green grams, and common beans). CRAFT’s inclusive business approach supports international and national efforts to address the effects of climate change and to promote sustainable production in arable crop value chains. The project works with and through the private sector (SMEs) and supports public sector partners to create an enabling environment for large-scale adoption of climate smart practices and technologies. CRAFT’s strategic approach is to invest in the interests of private sector partners including guaranteed buyers of food crops, service providers, and cooperatives to integrate climate smart practices into respective supply chains. It is anticipated CRAFT’s economic incentives will form the basis for large-scale adoption of climate smart agricultural (CSA) practices and technologies.
The CRAFT project engages the private sector through business cases that seek to increase crop productivity within the target value chains, improve market access for smallholder farmers, and enhance quality of produce marketed through fostering the adoption of climate smart practices. The business cases are expected to benefit smallholder farmers, women, and youth directly involved in the production and marketing of the crops resulting in increased incomes and improved food security. Example interventions in the business cases include provision of quality inputs (improved seed, fertilizer), climate smart extension services, post-harvest handling practices, linkage with financial institutions to access credit, labour saving technologies, aggregation of produce, renewable and efficient energy application, provision of weather information & index based insurance services, etc. CRAFT then provides grants in a matching fund arrangement with successful SMEs and cooperatives in the relevant value chains.
CRAFT has several agro-processors business cases, and the target is to ensure that they mainstream energy efficient interventions within their processes hence the call for the consultancy. The assignment will entail procuring services of a consultant or consultancy firm to undertake a detailed energy audit of the selected SME/facility towards identifying potential energy management opportunities (renewable energy and energy efficiency). The energy audit will assist in identifying areas for energy efficiency, energy conservation and potential areas to use renewable energy.
Climate Smart Agriculture and Energy
Energy is utilised in different forms in agricultural value chains for irrigation, cooling, drying, and milling among others, and is considered a key driver influencing agricultural production, post-harvest handling, processing, and distribution/transportation. Energy use across agricultural value chains is affected by availability, knowledge and skills, affordability and type of technology used, and ultimately impacts on the overall profitability, competitiveness and sustainability of the value chain. Energy related costs often represent one of the highest agribusiness operating costs, attributed especially by inefficient energy utilization and limited adoption of affordable cleaner alternatives across the agricultural value chain. To be competitive and adapt to the risks associated with climate change, future agricultural/food systems must be accompanied by better, cleaner, and more sustainable energy processes. To increase the uptake of renewable energy and energy efficiency solutions in prioritized value chains, is therefore an important element in CRAFT.
Purpose of the Consultancy
The purpose of the consultancy is to undertake a detailed energy audit of the selected SME/facility towards identifying potential energy management opportunities (renewable energy and energy efficiency). The energy audit will assist in identifying areas for energy efficiency, energy conservation and potential areas to use renewable energy.
The specific objectives shall include:
Scope of work
The assignment will be undertaken to at least 4 SMEs. The scope of the energy auditing assignment will include the following:
Methodology
A standard energy audit methodology shall be adopted from energy audit planning to closure. We propose that the energy audit be undertaken according to the ISO 50001 ( https://www.iso.org/iso-50001-energy-management.html ) EnMS: Energy Management System in line with ISO 50002:2014 Energy Audits-Requirements with guidance for use methodology.
Proposed Energy Audit Equipment and Tools
In undertaking this assignment, the consultant is expected to ensure availability and demonstrate correct use of electrical and thermal energy auditing equipment and tools but not limited to: Power quality analyzer (PQA); Clamp meter; Combustion analyzer (Flue gas analyzer); Thermographic camera; Infrared thermometer; Lux meter; Tachometer and Moisture meter.
Duration and Deliverables
The assignment will require travel as advised to the location of the business champion, and to interact with business case participants and stakeholders. SNV will provide transport and logistics (except meals) to facilitate travel. Consultants will be introduced to the SME representatives. It is anticipated that the energy audit will be administered to at least 4 agro-processors. The key deliverables as indicated below;
a) A presentation of the energy audit findings and energy management (renewable energy and energy efficiency) recommendations to the facility and SNV team
b) Draft energy audit report (template shared) to be reviewed by SNV team
c) A final detailed energy audit report with an investment appraisal on the identified renewable energy and energy efficient options
Timelines and Key Milestones
Required Qualifications and Competencies
The energy audit shall be executed at least by two experts in electrical and thermal systems respectively with the following desired qualifications and competencies.
i. Electrical systems Engineer
ii. Thermal energy Systems Engineer
iii. Measurement Technician
Payment Schedule
The payment for the services rendered shall be milestone-based with the agreed quality and timeliness of the deliverables. The proposed schedule is as follows:
Supervision, reporting and compliance
The consultant shall report to the CRAFT Project Country lead supported by the Multi Country Advisor, Energy and Agriculture, CRAFT, PMU and s/he shall be the initial contact for CRAFT in managing quality and effective delivery of this assignment.
The Consultant is expected to ensure utmost compliance with the general occupational health and safety guidelines and other ethical considerations that may be specific to the agribusiness facility in undertaking this assignment.
