    The Government of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project (HoAGDP) and intends to apply part of the proceeds for consulting services.

  1. The consulting services (“the Services”) include Consultancy Services for Undertaking a Study on Trade Flows between Kenya, Ethiopia and Somalia, consistent with the Terms of Reference (TOR).
  2. The detailed Terms of Reference for the assignment can be found on Kenya Revenue Authority (KRA) website at http:// www.kra.go.ke/tenders.
  3. The expected duration of the assignment is six (6) calendar months.
  4. The Kenya Revenue Authority (KRA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
    1. Firm registration – The firm shall be incorporated/ registered as a consulting firm with core business in the field of Trade or any other related Discipline for a period of at least five (5) years.
    1. Firm experience - The firm shall have successfully executed at least two (2) Trade consultancies or similar/ related assignments of a similar value and complexity within the last five (5) years in a comparable social, economic, and technological context.
    1. Technical & managerial capability of the firm - the firm must demonstrate as having the requisite technical and

managerial capacity to undertake the assignment.

Key Experts will not be evaluated at the shortlisting stage.

  1. The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank “Procurement Regulations for Borrowers under Investment Project Financing”, dated July 1, 2016, and updated November 2017 and August 2018, hereafter referred to as ‘Procurement Regulations’ , setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  3. A Consultant will be selected following the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Completed EOIs are to be saved as PDF files named “Consultancy Services for Undertaking a Study on Trade Flows between Kenya, Ethiopia and Somalia” and submitted in the KRA E-procurement Web Portal to be received on or before 15th February 2023, 1100Hrs EAT.
