Project Overview and Role:

Health Policy Plus (HP+) is a USAID-funded seven-year $222 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals. In addition, HP+ provides programme management support to the DNMP that includes maintenance of their website among other support areas.
Primary Duties and Responsibilities:
The HP+ global mandate comes to an end in September 2022. As part of HP+ KEA close out activities, HP+ will convene a half day end of project learning exchange on May 24, 2022in Nairobi, to share the project’s contribution, over the last seven years, towards mobilizing sustainable financing for health. The purpose of this consultancy is to bring on board a moderator who will be responsible for setting the tone of the conference, moderate discussions in a panel session, and to play other facilitator roles during the conference. HP+ is looking to hire a suitable candidate for this role, in a three -day (3) consultancy.
Health Policy Plus (HP+) is a USAID funded project that has been implemented globally since 2015. In Kenya, HP+ has been implemented since April 2016, continuing the work started by its predecessor, Health Policy Project. The mandate of the project has been to support the Government of Kenya (GOK) to strengthen mechanisms to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, by strengthening in-country partners’ capacity for effective policy design, implementation, and financing aligned to their priorities. The original workplan was for a 30-month period, from April 2016 through September 2018. An extension was granted to August 2022, to allow the project to continue providing essential support to the national and county governments.
Scope of Work
The successful candidate will perform the following tasks:
1. Participate in the final meeting of the conference planning committee.
2. Review the conference programme and other relevant documents including internalizing the EOP panel session guide to understand the conference focus and flow of sessions and the speakers.
3. Review panel speakers’ bios and familiarize him/herself with each speaker’s area of discussion. With guidance from HP+, prepare anticipatory questions and panelists’ talking points that will help stimulate discussions in the various sessions assigned.
4. Participate in a dry run with panelists
5. Define the plan or strategy he/she will use to run the session, ensuring an interesting exchange of information with the active participation of the audience.
6. Moderate panel sessions as assigned by the planning committee. This will include:
- Establishing rules and expectations of the panel
- Managing the discussion with the panel
- Facilitating questions and answers
- Liaising with the co-host monitoring the accompanying virtual platform (mentee meter), to ensure participants stay engaged in the session
- Ensuring the discussion flows well and is engaging and that the audience fully participates.
- Managing time and ensuring fair distribution of speaking time between panel members
Required Skills:
• Overview or basic understanding of health financing landscape in Kenya and East Africa
• Overall or basic understanding of devolution principles and practices
• Communication and oratory skills
Required Qualifications:
• An advanced degree in social science, economics, health financing or related field.
• Demonstrated experience in moderating at least 3 high-level events or conferences in the field of health systems, health financing, or related field.
• Experience in performing activities related to implementation of PFMA 2012.
• Prior exposure or general knowledge of HP+ body of work.
Evaluation Criteria: Applications will be evaluated based on the below criteria.
A. Technical (45%)
• Experience in performing activities related to the implementation of PFMA 2012.
• Prior exposure or general knowledge of HP+ body of work.
B. Education and other skills (45%)
• An advanced degree in social science, economics, health financing, or related field.
• Demonstrated experience in moderating at least 3 high-level events or conferences in the field of health systems, health financing, or related field.
C. Costs (10%)
• Proposed daily rate or deliverable costs reasonable and realistic
