Scope of Role
Management oversight of the British Red Cross Forecast based Financing and Preparedness programme (April 2021 to Aug 2024, subject to confirmation of multi-year funding) in Southern Africa (Namibia and Eswatini) and Sahel (Niger and one other Sahelian country yet to be decided) in collaboration with five Red Cross Movements partners as well as the Red Cross and Red Crescent Climate Centre (75%).
Extend technical support to partner National Societies in East and Southern Africa on climate risk management, early warning early action, and climate change adaptation, involving identifying new opportunities and programme design (25%).
MAIN DUTIES & RESPONSIBILITIES
Programme & financial management
• Oversight and leadership of the British Red Cross FbF and Preparedness programme, involving coordinating the delivery of a complex, multi-partner FCDO-funded humanitarian programme focused on NS capacity strengthening, with overall responsibility for achievement of objectives and targets.
• Leading on critical relationship and stakeholder coordination and collaboration across a wide range of Red Cross Movement partners operation in four countries, including the French Red Cross (supporting operational National Societies in the Sahel) and five operational National Societies (Namibia, Eswatini and Niger and one other country in the Sahel), in consultation with the BRC Sahel/Southern Africa Country Cluster Managers and BRC programme delegate based in Namibia, and French Red Cross delegates in Dakar, Niger and one other Sahelian country.
• Collaborative working with close peers will be key to this role, which will be line managed by the Head of Region East and Southern Africa, but also with matrix management accountability to the FCDO Strategic Funding Manager. This post will also coordinate with other BRC colleagues working on the FbF & Preparedness Programme, including technical advisors (e.g., DRR/EA, PMEAL, Cash, CEA, PSEA), the FCDO Programme Development and Grant Manager, International Finance team and other regional and country level support staff.
• Ensure all BRC’s supported programmes in assigned countries are aligned to the International Quality Methodology and adhere to the BRC’s Programme Cycle Methodology.
• Manage and monitor the BRC budget for assigned programmes, ensuring all programmes demonstrate value for money and cost effectiveness.
• Work closely with the National Societies to develop and manage all programmatic support, ensuring that all reporting, monitoring and evaluation is of a high standard and ensures full accountability to donors and beneficiaries.
• Ensure the establishment and integration of effective monitoring, evaluation and learning within the assigned countries to support the development of approaches to planning, innovation and delivery.
• Ensure the BRC’s financial management systems, policies, procedures and systems meet required standards.
• Ensure that any risks to BRC programmes and activities are appropriately managed.
• Support a regional outlook to supporting identification and development of further climate programming
Technical & advisory support
• Provide technical advisory input to BRC-supported forecast-based financing and preparedness programmes in the assigned countries, including contributing to assessment, planning, implementation of action plans, and analysing evidence to demonstrate and improve the effectiveness of BRC’s work. Coordinate support from BRC’s technical advisors in supporting the programme.
• Coordinate support from regional and global actors such as the Red Cross Red Crescent Climate Centre, IFRC and Met Offices support to the Forecast-based Financing & Preparedness programme.
• Support operational National Societies in developing their Early Action Protocols, especially in the design of triggers. This can include data analysis, designing workshops with regional stakeholders, and analysing impact-based forecasting techniques.
• Support and provide technical advice to programme delegates and partner/operational National Societies to institutionalise forecast based financing and preparedness, including cash and livelihoods preparedness, through the development of National Society institutional capacity and linkages to government programmes including shock responsive social protection.
• Provide technical support to National Societies to scale up climate adaptation and early action in the region and build National Society capacity in the areas of climate risk management, early warning early action, and climate change adaptation.
• Strengthen evidence and learning contributing to policy and advocacy
• Provide regular updates on climate related news, policy and science relevant for the region to the regional team and programme partners.

This post will be based in Nairobi, Kenya and will involve significant travel to Southern Africa and the Sahel regions and to UK (London) – up to 40% travel anticipated.
Knowledge & Skills
Essential
• Academic qualification (degree level) or equivalent work experience within a relevant field
• Robust working knowledge of the international humanitarian system
• Knowledge of the International Red Cross and Red Crescent Movement
• Knowledge of programme cycle management in operation.
• Understanding of the disaster management cycle, and the concept of anticipatory action and preparedness
• Understanding of vulnerability issues in key sectors in relation to disaster risk in the Africa region.
• Excellent writing and communication and analysis skills.
• Able to work across cultures and with a wide variety of stakeholders
• Must be fluent in English. Proficiency in French would be a strong added value.
Desirable
• Technical/professional knowledge within the areas of forecast based financing/early action and/or preparedness for effective response capacity building interventions
• Understanding of cash transfer programming
• Understanding of how social protection systems can be used as a channel for cash transfer programming in anticipation of or in times of crisis.
• Familiarity with FCDO funding priorities and procedural requirements
• Formal training in project management.
• Understanding of disaster risk reduction and climate change adaptation is an asset.
• French language highly desirable and would be a strong added value.
Experience
• Substantial experience of working in the development, delivery and coordination of humanitarian response/disaster management programmes.
• Carrying out monitoring, evaluation and needs assessments
• Working with local partners to build capacity or share skills
• Budget and proposal development for a range of donors.
• Management and accountability of humanitarian/development programmes funded by major institutional donors.
• Proven track record of collaboration, facilitation, problem solving, and partnership management.
• Experience in developing and delivering trainings.
• Analysis, developing and implementing forecast based financing programmes and projects
• Experience coordinating complex projects with multiple stakeholders.
