JOB DETAILS:
The Nyandarua County Assembly Service Board invites applications from suitably qualified Kenyan citizens to fill the following vacant post.
Clerk of County Assembly JOB GROUP 'S’ (NYACASB 2) - ONE (1) POST
The functions, roles and responsibilities of the Clerk shall be as prescribed under Section 13 (3) of the County Governments Act No. 17 of 2012 and Sections 17.19 and 20 of the County Assembly Services Act No. 24 of 2017.
Roles of the Clerk as the Secretary to the County Assembly Service Board:
1. The secretary shall be—
a) the Chief Executive Officer of the Board;
b) the accounting officer of the Board.
c) the administrative head of the Service;
d) the custodian of Board records;
e) responsible for the execution of the decisions of the Board and assignment of duties and supervision of the staff of the Service;
f) responsible for the preparation and submission of programmes necessary for the achievement of the Board s mandate for approval
by the Board;
g) responsible for causing to be kept records of the proceedings and minutes of the meetings of the Board and such other records as the Board may direct;
h) responsible for ensuring staff compliance with public service values, principles and ethics; and the performance of such other duties as may be assigned by the Board or any other written law.
2. Shall be responsible to the Chairperson of the Board and the Board for the general working and efficient conduct of business of the Service.
3. The Board may delegate to the Secretary such of its functions as are necessary to carry out the day-to-day management of the Ser¬vice. and subject to such directions as may be given by the Board.
4. May. in consultation with the Board, assign or delegate any of the functions under this Section to an employee of the Service.
5. Additionally, the Clerk shall be:
a) the chief administrative officer of the County Assembly; and
b) responsible for the day-to-day management and functioning of the County Assembly
6. The procedural functions of the Clerk shall include—
i. Rendering of expert, non-partisan and impartial advice to the Members of the County Assembly on the legislative process, and parliamentary procedure and practice; and the carrying out such other duties and exercising powers as may be conferred on him or her by law. Standing Orders and/or practices of the County Assembly.
ii. in carrying out the functions specified in subsection (1), the Clerk shall be assisted by such other officers of the Service as may be necessary.
iii. Subject to the County Assembly Services Act. 2017 and any other written law. the Clerk shall, in carrying out his or her functions and exercising the power conferred on him or her by the Standing Orders and practices of the County Assembly, be under the direction of the Speaker.
iv. At any time when the office of the Speaker is vacant or the holder of the office is unable for any reason to carry out the duties and exercise the powers and functions of his or her office, the Clerk shall, during that period and in relation to the carrying out of their duties and exercising of their powers and functions, be under the direction of the Deputy Speaker of the Assembly.
a) Requirements for Appointment;
Pursuant to the provisions of Section 13 (2) of the County Governments Act.2012 a person shall not be qualified for appointment as Clerk of County Assembly unless such person:
1. Is a Kenyan citizen;
ii. Holds a degree from a university recognized in Kenya or its equivalent;
iii. Has at least five years relevant professional experience;
iv. Meets the requirements of Leadership and Integrity set out in Chapter six of the Constitution of Kenya.
