About IsraAID
IsraAID is an Israeli non-governmental organization operating in both development and humanitarian contexts in nine countries, in addition to regularly responding to emergencies around the world. IsraAID's work in Kenya and Uganda is focused mainly on child protection in forced displacement contexts in refugee camps and settlements, targeting refugees and their host communities. IsraAID’s work in South Sudan is focused on Emergency GBV and Child protection programs.
About the Program
IsraAID’s Child Protection program was established in Kenya in 2014, and in 2017 in Uganda and South Sudan. IsraAID’s Child Protection activities focus on strengthening community-based child protection and support mechanisms. IsraAID works with parents’ committees, child protection committees, and community-based organizations to reinforce community-based systems of identification, prevention, response, and referral of child protection needs. IsraAID’s child protection work in Kenya and Uganda revolves around five child-friendly spaces, three in Kakuma and Kalobeyei, and two in Moyo County, Uganda (Palorinya Settlement). In South Sudan IsraAID and its partners run Child-Friendly Spaces in Urban Juba, and in additional locations in Western Equatoria. To promote its community-based approach, IsraAID provides training to community-based actors in psychological first-aid, psychosocial support and concepts in art therapy. The technical advisor will be expected to provide technical supervision and support to IsraAID’s field staff in the different countries, through training, mentorship, and content development. The technical advisor will also take a major role in resource development and strategic planning, leading the development of concept notes, work plans, and project proposals.. .
Main Responsibilities
ROLE PURPOSE
• The overall aim of the Child Protection Technical Advisor will be to lead interventions addressing violations of children’s rights to protection from abuse, exploitation, and violence in East Africa, including supporting the implementation of a regional approach to child protection. The Child Protection Technical Advisor is responsible for ensuring that quality programs are implemented, and capacities developed to provide protection to children in IsraAID programs in the East Africa region. The Child Protection Technical Advisor will be expected, with limited support, to lead sectoral assessment, activity design, master-budgeting, and coordination, as well as support recruitment.
Staff and Program Support
• Develop training content for child protection and related issues, working in close coordination with IsraAID technical advisors and in-country teams;
• Develop guidelines and manuals, including a comprehensive framework for IsraAID’s approach to child protection;
• Provide regular support, supervision, and mentorship to field staff;
• Facilitate training for field staff.
Planning, Development, Partnerships, and Coordination
• Liaise with relevant partners and develop new partnerships;
• Work with IsraAID Programs and Development departments based in HQ, along with in-country teams to develop high-quality concept notes and proposals;
• Support strategic planning, including the development of annual work plans;
• Participate and represent IsraAID at inter-agency working groups and coordination mechanisms.
Reporting, monitoring, and evaluation
• Lead and support Child Protection assessments using best practices and tools in line with international standards. Coordinate with other IsraAID thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
• Support development of M&E frameworks;
• Supervise monitoring of project implementation and data collection, which is done by field staff;
• Support development of relevant tools and train staff on these tools;
• Support staff in adopting data management systems including CPIMS;
• Generate quality reports.
Other Tasks
• Any other duty as may be assigned by the Country Director. The main responsibilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the jobholder is expected to carry out any other related duties that are within the employee's skills and abilities whenever reasonably instructed.The chosen candidate will be expected to comply with IsraAID’s policies, including codes of conduct, health, safety, security, and sexual exploitation and harassment policies, among other relevant policies and procedures.
Skills, Experience, and Requirements
• An academic degree in a relevant field (e.g. Social Work, Clinical Psychology, Counselling, Community Social Work, etc.). A Master’s level degree will be preferred;
• At least 6 years of relevant work experience with focus on Child Protection, preferably in forced displacement contexts;
• Experience working in hardship areas, emergency settings or fragile states will be desirable;
• Willingness and availability to travel to field operations, while based in Nairobi;
• Experience in developing and facilitating training;
• Experience in strategic planning, proposal writing, program development;
• Experience in monitoring and evaluation is preferred;
• Proven capacity to supervise, and coach staff;
• Ability to write clear and well-argued assessment and project reports;
• Ability to represent the organization when liaising with donors and other stakeholders;
• A team player, collaborative and with the ability to work with people of diverse backgrounds;
• Politically and culturally sensitive;
• A high level of written and spoken English;
• Commitment to the aims and principles of IsraAID;
• Familiarity with CPIMS will be desirable;
• IT skills – Microsoft office suite.
