Overview
DevTech is seeking a Chief of Party (COP) in preparation for the upcoming USAID - Kenya and East Africa: USAID/Somalia Monitoring, Verification, and Reporting. Through this task order (TO), the Contractor must provide all core services and operational support necessary to fulfill all requirements of this TO and the IDIQ. This includes all the staff and supporting costs necessary to achieve all the requirements outlined in this TO, as well as the capacity to respond to all subsequent requests for task order proposals (RFTOPs) with qualified staff and deliverables in the required timeframes. USAID expects the period of performance of the IDIQ will be five (5) years in Nairobi, Kenya. .
Responsibilities
The Chief of Party (COP) will be based in Nairobi (full-time) and will travel to Somalia, as necessary, to manage the entire IDIQ. The COP will also be responsible in ensuring that quality standards and schedules are met. The COP will define and manage the overall TO 1 and IDIQ requirements: including staffing, and cost and quality control of all tasks and assignments undertaken to achieve the objectives of the IDIQ and associated TOs.
His/her primary responsibilities shall include:
• Serving as the main point of contact between USAID and the Contractor and reporting to both.
• Ensuring effective and efficient performance for all aspects of this contract and overseeing all quality control and reporting.
• Interacting professionally with senior Mission, Embassy, and government officials.

Qualifications
• At least ten (10) years of experience in international development, including experience managing multi-million-dollar development projects.
• Prior experience in a high threat environment.
• At least three years of experience as a COP, demonstrating professional interaction with senior U.S. and foreign government officials.
• Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds.
• A graduate degree in the field of management, international development or a related technical field, or a bachelor’s degree and five years’ experience.
• Excellent English writing, speaking, and presentation skills.
