QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for Appointment
• Bachelor’s Degree in Procurement and Supply Chain Management or its equivalent and relevant qualification from a recognized institution;
• Have knowledge and relevant work experience of not less than four (4) years;
• Member of Kenya Institute of Supplies Management (KISM) in good standing;
• Have a valid practicing license;
• Successful applicant to meet the requirements of Chapter Six of the Constitution on Leadership and Integrity;
• Shown merit and ability as reflected in work performance results.

Duties and Responsibilities
• Monitor the implementation of the Supply Chain Management policy guidelines and procedures, and recommend appropriate action where necessary;
• Undertake pre-qualification of suppliers and maintenance of pre-qualification documents for record purpose;
• Carry out market survey and research to determine market rates;
• Issue administrative guidance to suppliers and users on interpretation and implementation of the Public Procurement and Asset Disposal Act, 2015 and relevant policies;
• Inspect, verify and manage procurement documents to ensure they contain the right quality and quantity of goods and services as per the requested specification;
• Participate in procurement planning and consolidation of annual procurement plan within the department;
• Ensure effective inventory control of goods and assets;
• Plan, monitor and evaluate the performance of staff against the set targets;
• Perform other duties assigned by controlling officer.
