JOB DETAILS:
The post is located in the Budget and Financial Management Service (BFMS) within the Division of Administrative Services (DAS), UNON.

Responsibilities
• Directing all the activities of the Budget and Financial Management Service which include:
• Provision of accounting, financial statements, reporting, grants management, payments, payroll and other financial and treasury services to UNEP, UN-Habitat, UNON and, as required, to other UN agencies;
• Management and control of UNON’s budgets, cost-recovery arrangements and staffing tables;
• Preparation, submission and presentation to the ACABQ and General Assembly of the proposed programme budget of UNON, the statements of budget implications and the budget performance reports.
• Managing the financial resources of UNON, including UN regular budget and extrabudgetary allocations by:
• Monitoring the receipt, flow and use of resources and advising senior management on sustainable levels of resource allocation;
• Establishing clear budget and cost recovery goals and providing guidance on and supervision of the budget preparatory process, rate cards and billing;
• Directing the financial planning, budgeting and implementation of the operational budgets of UNON: issuing allotment advices, managing liquidity and reviewing and monitoring budget, Implementation and reporting;
• Providing sound financial advice and support to programme managers on programme budgeting to enhance transparency of and effectiveness in the use of resources;
• Managing the UNON Budget and Financial Management Service by:
• Providing leadership and guidance to a team of professional staff and general service staff jointly setting up objectives, strategies and standards, and facilitating team work and high producing environment;
• Directing, coordinating and supervising the work programme of the Budget and Financial Management Service; providing technical and policy guidance to staff and evaluating outputs;
• Identifying staff training needs and recommending required training;
• Fostering teamwork and communication among staff in the Branch/Service/Division and across organizational boundaries;
• Reviewing and assessing accounting and budgeting procedures and practices and introducing changes, where appropriate;
• Liaising with the internal and external auditors and coordinating responses to audit observations and queries relating to accounts, finance and budget management issues.
• Identify and implement innovative approaches and solutions for the continued development and improvement of the UNON Budget and finance function and/or improved client satisfaction, including:
• Identify, pilot, and launch innovative policies, processes and/or technologies;
• Define solutions for new complex finance issues, including innovative financial instruments;
• Develop strategies to improve the performance of UNON;
• Coordinate and oversee budget and finance systems implementation and improvement in the context of co-ordination and collaboration with both internal and external clients within the inter-agency network in Kenya;
• Manage and/or oversee special projects, initiatives and strategic issues;
• f) Develop and maintain strong and productive working relationships with clients in the UN system, UN HQ, other Offices Away from Headquarters (OAHs), i.e. UNOV and UNOG and UN Kenya Country Offices;
• Take a proactive approach to understanding and developing client relations within the United Nations System in Kenya and enable a client-oriented environment and approach within the team in BFMS;
• Ensure strong orientation towards delivering quality and timely provision of services;
• Identify priority activities and adjust priorities as necessitated by clients.
• Assisting the Director of DAS/UNON in:
• Identifying strategic issues, opportunities and risks and empowering others to translate these into results.
• Formulating policy decisions on budgetary, financial and accounting issues;
• Setting up budgetary, fund management and accounting procedures and guidelines;
• Preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Performing other ad-hoc assignments and duties at the instructions of the Director and/or Director-General of UNON.

Education
• Advanced university degree (Master’s degree or equivalent) in finance or accounting or related field is required. A professional accounting qualification from an internationally accredited institute of accountancy is required.
• A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
• A minimum of fifteen (15) years of progressively responsible experience in financial management, accounting, budgeting, or banking is required.
• Experience in working in service hubs on complex accounts and providing financial services (e.g. payments, payroll, treasury) and managing financial resources is required.
• Experience in managing regular budget and extrabudgetary (including cost-recovery) resources in the UN system or similar international organization is required.
• Experience in the preparation and presentation of financial statements is required.
• Experience with inter-governmental bodies (e.g. ACABQ and General Assembly) is desirable.
• Experience within the UN system and/or international organizations in project financing, budgeting and management is desirable.
• Languages
• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge or another United Nations official language is desirable.
