Job Purpose
To provide overall leadership and direct the operations of the facility
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
• Maintain professional guidelines by ensuring that all policies and procedures are followed;
• Maintain clinical operations by initiating, coordinating, and enforcing programs and operations;
• Assure quality of care by developing and interpreting the Centre’s philosophies and standards of care;
• Enforce adherence to requirements and regulations relating to health care and Ministry of Health;
• Managing staff at the center
• Protect patients and employees by developing and interpreting infection-control policies and protocols; enforcing medication administration, storage procedures, and controlled substance regulations
Operational Responsibilities / Tasks
• Coordinate day to day operations at the center
• Monitored daily operations and staff to ensure that they efficiently and effectively provided the needed services while staying within budgetary limits.
• Coordinated program development with physicians and employees.
• Directed program development while coordinating day to day operations with a focus on providing quality care.
• Identify patient service requirements by establishing personal rapport with potential and actual patients and other persons in a position to understand service requirements;
• Measure health outcomes against standards at the Centre and make adjustments to meet the set standards;
• Maintain safe and clean working environment by designing and implementing procedures, rules, and regulations to govern the same;
• Complete patient care requirements by scheduling and assigning staff and following up on work results;
• Ensure patient confidentiality and protect operations of the Centre by monitoring confidential information processing;
• Maintain documentation of patient care services by auditing patient and Centre records;
• Ensure operation of medical and administrative equipment by verifying availability, and ensuring they are serviced and repaired;
• Maintain clinical supplies inventory by studying usage reports, identifying trends; anticipating needed supplies, and raising requisitions for replenishment;
• Prepare and submit quarterly reports to management on operations of the Centre; and

Financial Responsibility
• Responsible for prudent management, monitoring absorption and optimal utilization of budget for the Centre’s operations;
• Provides recommendation for approval of the Centre budgets
• Develop internal and external frameworks for resource mobilization
Responsibility for Physical Assets
• Ensure prudent management of all physical and corporate knowledge assets within the Centre
Decision Making / Job Influence
Prepare and operationalize work plans and undertake monitoring and evaluation of the programs in the Centre

Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic qualifications
• Bachelor’s Degree in Medicine/ Psychology/ Sociology or Public Health from a recognized institution;
• Master’s degree in Clinical Psychology/Counselling Psychology or Public Health from a recognized institution will be an added advantage;
Professional Qualifications / Membership to professional bodies
• Diploma in Addiction counselling /Specialized training in Addiction counselling from a recognized institution
• Certified Addiction Professional by GCCE/DAP/NADAAC or any other recognized accrediting body
• Membership to a professional body e.g. ISSUP-K, CPAK, KCPA among others
• Certificate in a Management Course from a recognized institution.
Previous relevant work experience required.
• At least eight (8) years’ work experience in a similar field; three (3) years of which must be in middle level management;
• Experience working in an accredited treatment and rehabilitation facility will be an added advantage
