Resettlement Officer

Position Summary

HIAS seeks to recruit a Resettlement Officer who will be expected to contribute towards meeting the departmental goals, aimed at promoting resettlement as a durable solution for the most at-risk refugee populations. The Resettlement Officer will be responsible for intake interviews, resettlement interviews, the analysis of claims and need for resettlement and the drafting of Refugee Resettlement Forms (RRFs). The incumbent should be qualified to represent HIAS resettlement clients in the Kenyan courts and provide legal information and assistance as it pertains to the client’s resettlement case. They will also contribute to reporting for both internal HIAS purposes at the country and HQ levels and to donors. As part of the case management process, the Resettlement Officer will liaise with external referral stakeholders and partners and will conduct thorough case conferencing.

Essential Functions

  • Conduct resettlement interviews, analyze claims, and apply applicable international law in accordance with HIAS Standards Operating Procedures.
  • Advise and represent clients in court for child custody matters.
  • Draft Resettlement Referral Forms and send them to the Resettlement Coordinator for review.
  • Complete resettlement forms for submission to relevant Embassies.
  • Conduct case-conferencing and individual counseling to clients on the HIAS internal resettlement process and HIAS anti-fraud policy.
  • Attend case counseling sessions for individual clients with the aim of providing clients with timely and accurate feedback on the status of their cases.
  • Maintain a database and an individual case management strategy for cases under resettlement consideration.
  • Update status of resettlement cases on the Case Management System.
  • Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
  • Provide technical and administrative support, and participate in trainings on resettlement and anti-fraud, including but not limited to preparing training materials and conducting research.
  • Assist in the development of IEC materials on anti-fraud and resettlement case processing; and,
  • Perform other duties as and when required.

Qualifications & Requirements

  • University Degree in Law.
  • Must be an Advocate of the High Court of Kenya.
  • Minimum of 3 years of professional experience in working in a refugee-related context or in an NGO-related context. Refugee Resettlement experience is preferred.
  • Knowledge of international legal framework governing refugees, human rights/human rights law preferred,
  • Excellent written and oral communication skills.
  • Excellent interviewing and counseling skills
  • Ability to interact with refugee populations, strong interpersonal and diplomacy skills
  • Strong computer skills, in particular Microsoft Office,
  • Excellent organizational and time management skills.
  • Proficiency in English and Swahili required.
  • Knowledge of Accountability to Affected Populations
  • Knowledge of PSEA

Resettlement Communications Officer

Position Summary

HIAS seeks to recruit a Resettlement Communications Officer who will handle communication at the country level on behalf of the resettlement department, respond to communications from clients, partners, embassies and high commissions as well as develop content related to resettlement activities, and maintain all HIAS Kenya Resettlement Communication channels.

Essential Functions

  • Receive and disseminate to respective case officers all client queries relating to resettlement case status physically, telephonically and through HIAS Resettlement shared mailbox.
  • Organize and prepare for physical outreaches on HIAS Resettlement and its activities to target populations.
  • Track analytics and create reports detailing client and partner communications as well as successes, challenges, lessons learned and recommendations.
  • Prepare weekly briefs on client and partner communications to present to HIAS Resettlement staff.
  • Work with Communication and resettlement team members to conceptualize and implement communication strategies, campaigns and other initiatives related to resettlement.
  • Provide technical guidance to HIAS Kenya Resettlement staff in developing Information Education and Communication (IEC) materials.
  • Monitor and respond to feedback from clients, partners, embassies, high commissions, HIAS staff and the public about HIAS Resettlement on traditional and digital channels.?
  • Participate in the ongoing development of HIAS Kenya’s communications strategy and training of staff in communications best practices relating to resettlement.
  • Advise HIAS Resettlement staff on communication strategy and best practices.
  • Formulate and maintain up-to-date HIAS resettlement communications policies and guidelines.
  • Performs other tasks as assigned.

Qualifications & Requirements

  • University Degree in Law, International Studies and/or related studies.
  • Minimum of 2-3years’ professional experience in working in refugee related context or in an NGO related context. Refugee Resettlement experience is preferred.
  • Understanding of communications, external relations, and advocacy best practices.
  • Avid reader with a keen eye on laws, Policies and issues affecting Persons of Concern at the National and Global level in the Resettlement context.
  • Strong oral and written communication skills as well as analytical skills.
  • Superior time management skills and the ability to juggle multiple projects simultaneously.
  • Excellent computer skills (MS Word, Excel and PowerPoint essential).
  • Ability to work well independently and with a team.
  • Ability to communicate effectively with clients, partners, staff and the public.
  • Ability to work under pressure.

Resettlement Specialist

POSITION SUMMARY:

HIAS seeks to recruit a Resettlement Specialist who will be expected to contribute towards meeting the departmental goals, aimed at promoting resettlement as a durable solution for the most at-risk refugee populations. The Resettlement Specialist will be responsible for reviewing of Best Interest Determinations (BIDs), Best Interest Assessments (BIAS) and Resettlement Referral Forms (RRFs) for onward submissions as per the set targets by the Office. The incumbent will also provide expert advice and guidance on complex refugee and resettlement-related issues, including legal issues, to Resettlement officers and associates.

ESSENTIAL FUNCTIONS:

  • Review Resettlement Referral Forms (RRFs) for procedural compliance and quality.
  • Submit Resettlement Referral Forms (RRFs) to the Resettlement Coordinator and the HIAS Technical Director.
  • Review resettlement Best Interest Determinations (BIDs) & Best Interest Assessments (BIAs) to ensure they meet the required standards before submission to the BID panel.
  • Submit resettlement BID cases with findings and make recommendations to the Child Protection Officer prior to submission to respective embassies and high commissions.
  • Perform other duties as and when required.

QUALIFICATIONS & REQUIREMENTS:

  • University degree in a relevant area (e.g. international law/refugee law, political science, social sciences – preferably in social work, etc.)
  • Minimum of 4 years of professional experience in working in a refugee-related context or in an NGO-related context. Refugee Resettlement experience is preferred.
  • Thorough understanding of the principles of refugee law and UNHCR’s mandate.
  • Knowledge of international legal framework governing refugees, human rights/human rights law preferred.
  • Knowledge of child protection and Best Interest Procedures.
  • Professional experience writing detailed submissions on complex issues related to refugee law or refugee matters.
  • Experience in refugee resettlement - conducting refugee resettlement assessments and submissions.
  • Experience conducting refugee status determination and resettlement interviews.
  • Experience drafting RRFs.
  • Experience drafting BIAs.
  • Excellent written and oral communication skills.
  • Excellent interviewing and counseling skills including handling hostile clients.

Resettlement Intake Associate

HIAS seeks to recruit a Resettlement Intake Associate who will be expected to contribute towards meeting the departmental goals, aimed at promoting resettlement as a durable solution for the most at-risk refugee populations.

ESSENTIAL FUNCTIONS:

  • Prepare individual comprehensive physical case files for clients, complete intake forms and ensure proper filing of individual case files for resettlement consideration.
  • Conduct follow-up for cases referred from external referral partners and provide timely updates on the status of the follow-ups.
  • Conduct individual counselling to clients on the HIAS internal resettlement process and HIAS’ anti-fraud policy and procedures.
  • Attend case counselling sessions for individual clients with the aim of providing clients with timely and accurate feedback on the status of their cases.
  • Maintain a database and an individual case management strategy for cases under resettlement consideration.
  • Fill in various resettlement submission forms.
  • Follow up on status of cases from submission to departure; ensure effective in-country communication on the status and follow-up on persons of concern being considered for resettlement; ensure that records on individual cases are kept up to date.
  • Respond to all external resettlement referral partner queries relating to referred cases and other inquiries from embassies and high commissions in a timely manner.
  • Prepare project reports.
  • Perform other duties as and when required.
