Project Officer - MEAL (CTWWC)

Key Roles and Responsibilities

  • Review and where necessary provide guidance on improvement of LIPs MEAL operating manual.
  • Effectively manage all activities related to the collection, management, analysis, reporting, storage, and backup of project data from all sources and in prescribed formats and reporting platforms.
  • Support LIPs to implement activities according to annual detailed implementation plans (DIPs) and ensure compliance with CRS MEAL Policies and Procedures (MPPs) and donor MEAL requirements.
  • Conduct data analysis using appropriate statistical package and share findings for use in decision making.
  • Review and where necessary improve current practices, tools and guidance to ensure optimal project data quality, authenticity, and accuracy including periodic data quality assessments, data cleaning, and verification before reporting within the CTWWC initiative, amongst partners and to donors.
  • Provide MEAL technical support to LIPs especially as it relates to case management monitoring systems, contributions to CPIMS, and regular tracking of CTWWC indicators.
  • Work with the LIPs’ staff to oversee LIP rollout, linking and management of Feedback Complaints and Response Mechanisms (FCRM).
  • Develop and implement a mentorship program for LIPs on available databases and CTWWC reporting tools.
  • Support the use of technology for monitoring, evaluation, accountability, and learning.
  • Foster respectful relationships with community members and stakeholders including LIPs and Government of Kenya stakeholders including Department of Children Services (DCS) and promote honesty and integrity between CRS and partner staff in MEAL work.
  • Participate as a member of the Global CTWWC MEAL team, including attending monthly meetings
  • Support the SPO MEAL with planning, facilitation and reporting on quarterly and annual reporting and reflection activities
  • Support SPO MEAL with evaluation and learning activities, including outcome level data collection, analysis and use, case file reviews and KAP surveys

Required/Desired Foreign Language

  • Excellent written and verbal communication skills in English, able to write reports

Program Manager – Partnership Capacity Strengthening (PCS)

Job Responsibilities:

  • Lead the development, implementation and consolidation of the PCS and LL activities. Provide oversight for PCS including all aspects of program quality, program management, representation, and human resources. Supports CR in his/her role as the primary point of contact for PCS and LL including engagement with public, private and non-government stakeholders.
  • Model trust and mutual respect when engaging partners and strengthening partner capacity.
  • Lead on Development and implementation of PCS workplan based on partner assessments and priorities
  • Lead the development and adoption of a common language around partnership, and capacity strengthening among CRS and partner staff.
  • Develop and implement the country program PCS strategy toward strengthening the capacity of the strategic partners as local leaders
  • Develop new and leverage existing policy relevant evidence to increase funder and policy maker understanding of effective local leadership
  • Develop and maintain PCS systems, structures and staffing that document local leadership
  • Build and/or maintain strong and effective relationships between CRS and partners, through the committed application of Partnership Principles and other relevant methods.
  • Ensure colleagues have the knowledge, skills, and attitudes to work collaboratively and effectively with faith-based partners and government partners.
  • Lead the application of specific methodologies, including partnership reflections and scorecards, designed to ensure the appropriateness and quality of the partnerships.
  • Lead and mentor others in using CRS capacity assessment tools, accompaniment approaches and capacity strengthening plans that respond to organizational weaknesses.
  • Lead others on a range of adult learning approaches and their appropriate application for capacity building with partners.
  • Ensure strategic objectives and results for PCS and LL are accomplished and meet technical quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly PCS and LL review of implementation plans.
  • Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate PCS and LL forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
  • Manage and mitigate risk. Ensure compliance is at a forefront in delivering PCS and LL, including review capacity strengthening of partners to develop budgets, finance and administration, and reporting to their donors.
  • Coordinate relationships with various CRS Kenya/Somalia departments . Contribute to coordination of roles and activities of staff from these departments in implementation of PCS and LL activities in line with CRS partnership principles. Exert influence without having direct supervision
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high quality training and technical assistance.
