JOB SUMMARY
Global Communities seeks a Capacity Strengthening Officer (CSO) in Kenya coordinate the implementation of capacity strengthening plans and activities for a consortium that includes four local partners as a key component of the five-year USAID/PEPFAR-funded 4Better Health Program. The program aims to increase access to quality health and social services for OVC and their families. Global Communities serves as the Local Capacity Strengthening (LCS) partner to the consortium with an emphasis on St. John’s Community Centre as a new prime.
The CSO partners with the Grants and Compliance Manager and the Deputy Chief of Party, to assess and coordinate Kenya-based and US-based headquarters’ inputs and expertise to develop and implement effective, tailored capacity strengthening services and support to 4Better Health local partners to: (1) strengthen their organizational systems to manage USG funds and ensure compliance with PEPFAR/USAID rules and regulations ; (2) strengthen their capacity to effectively plan, implement, monitor, and evaluate USAID programs; and (3) strengthen their organizational and leadership capacity to define strategic direction, manage change and adapt, forge partnerships, and position for sustainable growth.
KEY DUTIES & RESPONSIBILITIES
• Implement the capacity strengthening process for the USAID 4BetterHealth Program; ensuring activities are implemented on schedule and within budget, and in alignment with overall project requirements, while also ensuring a flexible and adaptive approach that encourages experimentation and innovation with an end goal of providing high quality support that leads to adoption, improvement and sustainability.
• Coordinate and ensure technical support to the prime partner in all aspects of award and project management and implementing, including support in implementing the Non-US Organization Pre-Award Survey (NUPAS) action plan.
• Facilitate Organizational Capacity Assessments to gauge capacities of local partners to prioritize needs, opportunities and develop responsive capacity strengthening plans in collaboration with partners.
• Coordinate and track LCS support in alignment with capacity strengthening plans, including identifying relevant internal and external technical experts, resources and activities that support the delivery of high-quality services for OVC and their families while ensuring compliance with local regulations and law, USAID regulations, the terms and conditions of their awards.
• Maintain effective communications and a cooperative working relationship with SJCC as prime while ensuring strong relationships with partners, including an emphasis on continuous trustbuilding that includes regular partner feedback.
• Provide guidance, training, coaching and mentoring to partners.
• Collaborate with FAM, MEL to organize and facilitate trainings in priority topics such as financial management, governance and leadership, M&E, program management, and USG rules and regulations.
• Provide technical support and ensure development of relevant SOPs and program guidelines for effective program management and donor compliance (child safeguarding, confidentiality, stigma & discrimination among others)
• Provide technical support to SJCC and consortium partners in development and review of annual work plans, targets and progress reports to the donor and ensure they met USG programmatic and program management requirements
• Provide technical support to the MEL Specialist in development of MEL plan, Site Improvement through Monitoring (SIMS) and Collaborating, Learning and Adapting (CLA)
• Monitor and review partner progress in implementation of capacity strengthening plans in coordination with M&E team.
• Identify issues and risks related to LCS in a timely manner, and collaborate with the program team to develop and implement appropriate technical or operational solutions, and recommend program adjustments as needed.
• Document and submit quarterly progress reports on program activities, outcomes and partner performance.
• Ensure compliance with SJCC and Global Communities policies and procedures, as well as donor regulations and requirements.
• Act as the key programmatic liaison between Global Communities and SJCC for the LCS scope of work. Maintain proactive communications with Global Communities HQ including timely updates on program activities, achievements, challenges, risks and issues. Work collaboratively with HQ to develop solutions and corrective action plans when needed. • Assist with any other duties as required

POSITION PARAMETERS/SPECIAL RESPONSIBILITIES REQUIRED:
Domestic, regional and international travel up to 15% time
REQUIRED QUALIFICATIONS:
• Advanced degree such as an MBA, MPH, MHA, MD preferred; Bachelor’s Degree required.
• Minimum of 7 years of capacity strengthening experience, with an emphasis on organizational and systems strengthening, within an international NGO. A minimum of 4 years of professional experience in a similar role.
• Experience with USAID-funded projects, ideally having served in a technical or operational role in a USAID- funded project particularly in the international public health sector, ideally with demonstrated experience in both project and budget management and/or establishing, institutionalizing, maintaining and adapting/improving systems for country and project operations.
• Experience with technology platforms/solutions and web-based systems highly preferred.
• Experience working with local and/or community-based organizations in Kenya.
• Demonstrated program management experience with strong analytical and computer skills
• Demonstrated experience facilitating trainings and workshops
• Demonstrated commitment to participatory, strength-/asset-based and partnership-based capacity strengthening approaches and methodologies.
• Experience in assessing organizational capacity and providing capacity-building activities.
Excellent command of English and Swahili languages
