JOB DETAILS:
Primary Duties And Responsibilities
• The purpose of the role is to provide strategic advice to our Implementing Partner (IP) specializing in the waste-to-energy recycling value chain and support the client to develop a robust supply chain strategy. Suitable for applicants who have experience working in the supply chain development in the informal sector in Sub-Saharan Africa, preferably in Kenya.

Objectives And Responsibilities
• Supply chain strategy : Review our current supply chain processes (Informal biomass, pre-qualification systems, sourcing) and find bottlenecks and other issues; Revise or create the IP’s supply chain strategy and provide recommendations on improvements based on the company growth plans
• Procurement expansion strategy : Review the IP’s expansion plans for future project sites and scale; In consultation with IP’s staff, develop procurement structures, roles, processes and forecasting plans for next 2 year expansion plans and provide recommendations on visions for expansion past 2 years
• Internal procurement system improvement : Review IP’s current system of google sheet, google forms, ARKA Inventory; In consultation with IP’s finance and procurement officers, review QuickBooks that track procurement from requisition through inventory management; Provide recommendations for improvement in system; Support in revisions to improve to internal tracking system; Support in improving the tracking dashboard on google sheets to show dynamic KPIs for procurement team
• Procurement contract management improvement : Review current procurement standards, and contracts (specifically large or complex procurement demands) and future needs; Based on best practices, develop templates for future contracts (inclusive of penalties, legal standards, tenders, credit, etc.), develop the standards detailing processes for implementing these contracts
• Overall procurement at IP’s recommendations : Based on all the reviews and development work done, what are the other recommendations, tips, or strategies for future improvements that we should do for the IP’s procurement works.

Deliverables
• Supply chain strategy review report with practical improvement steps.
• Expansion strategy review report with recommendations for next two years of growth.
• Develop structure, processes, and role requirements for expansion of sites.
• Improvement of the internal procurement tracking system.
• Contract templates & implementation process for supply contract management.
• Final report with overall observations, benchmarking, and recommendations for the supply and procurement systems at the IP.

Operational Arrangements
• The consultants will report directly to the Country team and work day to day with the Implementing partners.

Required Qualifications
• Experience in inventory management & Optimization.
• Knowledge in Information Technology and Automation.
• Demonstrated best practice in legal process and systems for procurement.
• Demonstrated experience working in value chain development and especially in Kenya or Sub-Saharan Africa context, and developing supply chain strategies.
• Previous experience advising or working with private sector preferable.
• Demonstrated experience working with small fast growing companies.
• Experience in informal supply chains; familiarity with supply chain processes.
• Knowledge of and experience in procurement (contracts) systems in Kenya.
• Experience working with Metrics for functional Area tracking.
