Overview Of The Functions Of The Post - Associate National Project Officer
The position falls under the overall authority of the Director of the UNESCO Regional Office for Eastern Africa, general guidance from the Team leader on Education for Health and Wellbeing in the Eastern and Southern Africa region, the Education Programme Specialist in Nairobi and the direct supervision of the National Project Officer on Education for Health and Wellbeing in Kenya.
The incumbent will be responsible for the effective planning, implementation and monitoring of UNESCO’s work on Education for Health and Wellbeing through the Our Rights, Our Lives, Our Future (O3) PLUS project for the realization of positive health, education and gender equality outcomes for young people in Higher and Tertiary Institutions (HTEIs) in Kenya. S/he will be responsible for providing technical expertise on key thematic areas advancing sexuality education and access to Sexual and Reproductive Health (SRH) services for young people in HTEIs in Kenya. Specifically, the incumbent shall;

Long Description
• Contribute to the implementation of the O3 PLUS project in higher and tertiary education institutions in Kenya, particularly supporting work on curriculum development and teacher training;
• Support the institutionalization of sexuality education and SRHR in HTEIs in Kenya through policies and curriculum;
• Support the country’s efforts to develop and implement national sexuality education frameworks in line with national policies and UNESCO guidelines in HTEIs;
• Support the Ministry of Education and other line ministries in the development and delivery of sexuality education curricula to ensure that they are evidence based‐gender transformative, age appropriate and culturally sensitive;
• Support the development of promising SRHR work undertaken by UNESCO in ESA, especially the work in the areas of sexuality education, gender and school-related gender-based violence, supporting SRH responses in higher and tertiary institutions, young key affected populations and learners with disabilities;
• Engage in joint programming and budgeting exercises with a wide range of partners in support of the O3 PLUS project in Kenya, with particular attention to the following focus areas: sexuality education, young key affected populations, gender and, gender-based violence.
• Support UNESCO’s efforts to facilitate delivery of high quality sexuality education that is gender transformative, evidence–based, culturally and age appropriate as well as youth‐ friendly SRH services for learners in HTEIs including those who are vulnerable such as YPLHIV and young people with disabilities;
• Build capacity of Teacher Support Teams, Guidance and Counseling Teachers, and relevant structures within higher and tertiary institutions towards the delivery of high quality sexuality education in classroom settings;

Long Description
• Working in partnership with Joint UN Team on AIDS and other partners, support the delivery of quality and age appropriate sexual reproductive health information and health services for learners in HTEIs including YPLHIV and those with disabilities in supported project sites;
• Initiate the development of programs that enhance the Kenyan education sectors’ ability to protect learners in HTEIs against sexual violence & harassment in school settings;
• Support development of activities to improve community engagement in young people's access to sexuality education & SRH services;
• Support the development of research, monitoring & evaluation around sexuality education and SRH for young people in HTEIs to enhance evidence-based planning and implementation of programmes;
• Ensure timely narrative and financial reporting on elements from the regional programme and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate.

REQUIRED QUALIFICATIONS

Education
• Advanced University degree (Master's or equivalent) in education, social sciences, public health or closely related field(s).

Experience
• Minimum two years of relevant professional work experience in HIV and AIDS and SRH programming and vulnerable populations.
• Experience in teacher training and/or curriculum development in the field of sexuality education or health education.
• Experience in monitoring and evaluation of programme/projects in the field of education and sexuality education.
• Experience in joint programming.
• A track record in resource mobilization.

Skills and competencies
• Experience and understanding of the country and a clear understanding of development work and of the education sector.
• Knowledge of sexual and reproductive health rights, HIV prevention programming for young people, and sexuality education in the context of Kenya.
• Extensive professional knowledge of HIV and AIDS and SRH.
• High level of technical writing skills on issues related to education and HIV and AIDS.
• Ability to manage budgets and report on implementation.
• Excellent organizational, networking and partnership building skills, tact and discretion.
• A strong capacity in communications.
• Strong strategic and analytical skills.

Languages
• Excellent knowledge (oral and written) of English.
• Fluency in Kiswahili.
