6 Regional Field Officer
Job Purpose

The Regional Field Officer will plan and coordinate the implementation of the national HIV prevention agenda at the county level. The position will work closely with the NASCOP and NACC to support counties to develop and implement evidence-based county plans, strengthen capacity of the HIV prevention programmes at county level. The Regional Field Officer will be responsible for a cluster of counties and will support in planning and implementation of the HIV prevention programmes in the cluster. They will be responsible for analysis of data and use for identification of gaps and developing strategies with the counties to address the gaps on a timely manner. They would be responsible to support counties to achieve their HIV prevention targets efficiently. The position will be based at the county with significant travel to counties within a cluster.

Key Responsibility
• Ensure increased coverage and uptake of HIV prevention services and achievement of the prevention goals, objectives and target of the county level;
• Support the counties to develop evidence based county implementation plans and budgets based county epidemic analysis with focus on HIV prevention;
• Support the counties to advocate for resources for HIV prevention and efficient utilization of the resources earmarked for HIV prevention;
• Strengthen capacities of county level team and implementers on implementation of high impact HIV prevention programmes;
• Support the county government to develop effective HIV prevention strategic aligned to global and national guidelines;
• Network and collaborate with governmental and non-governmental organisations (NGOs, CBOs, FBOs) involved in HIV prevention programming;
• Facilitate collection of routine data for HIV prevention by implementing agencies and facilities. Support counties to improve quality of the data and use the data for decision making. Create a culture of data use for programming at county and implementation level;
• Share learnings between counties in the cluster to disseminate best practices and replicate successful strategies;
• Regularly document good practices in HIV prevention highlighting challenges and lessons learned;
• Facilitate an enabling environment for improving access to services in the county for priority populations;
• Support development and revision of programme guidance and standards for HIV prevention programmes;
• Work closely with the Prevention Lead and assist in the design and implementation of work plans to achieve the project objectives and goal;
• Facilitate communication and the sharing of HIV prevention resources and best practices among field staff, partners and potential collaborators; and
• Perform other duties as assigned.

Qualification and Experience
• Minimum qualification is RCO/RCN;
• Training certificate (s) related to HIV/ STI Prevention and Treatment service delivery is necessary;
• 7 years of experience in working in HIV prevention/programming in Kenya;
• 5 years of experience in providing direct HIV prevention services at county or implementation level;
• Experience in working with collaboration with county government and non-government partners;
• Experience of using data to monitor and measure HIV prevention programmes; and
• Proven experience in capacity building, planning and facilitating technical training.

Skills and Attributes
• Familiarity with Kenya’s HIV epidemic and HIV prevention programmes;
• In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental settings;
• Strong analytical and presentation skills;
• Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART;
• Interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, health care workers, implementing partners, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders;
• Articulate and able to communicate in a clear, professional manner with clients and staff;
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections and Key population;
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines with minimal supervision, as well as to lead and work collaboratively with others;
• Excellent computer skills (MS Word, Excel and PowerPoint) essential;
• Knowledgeable on government reporting systems, KHIS platform and Kenya EMR; and
• Fluent in written and spoken English and Kiswahili.
