JOB DETAILS:
Pursuant to the Constitution of Konya (2010). the County Government Act. 2012 (amended 2020) and the Urban Areas and Cities Act. 2011{amended 2017 and 2019) invites applications from suitably qualified persons to fill the following positions:
Vacancies For Malaba Municipality Board Members (4 POSTS)
The four members of the board of a municipality specified under section 14 (2) (c) of the Urban Areas and Cities Act. 2011 (as amended 2017 and 2019) that shall be nominated by:—
1. An umbrella body representing professional associations m the area;
2. An association representing the private sector in the area;
3. A cluster representing registered associations of the informal sector in the area: and
4. A cluster representing registered neighborhood associations in the area
Terms of service: The members shall be responsible to the Malaba Municipal Board Chairperson and the Governor and shall bold office for a term of five years, on a part-time basis.
Responsibilities of the Board
1) Oversee the affairs of the city or municipality.
2) Develop and adopt policies, plans, strategies and programmes, and may set targets for delivery of services.
3) Formulate and implement an integrated development plan.
4) Control land use. land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping and other employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, and freight and transit stations within the framework of the spatial and master plans for the city or municipality as may be delegated by the county government.
5) As may be delegated by the County Government, promote and undertake inf restructure! development and services within the city or municipality.
6) Develop and manage schemes, including site development in collaboration with the relevant national and county agencies.
7) Maintain a comprehensive database and information system of the administration and provide public access thereto upon payment of a nominal fee to be determined by the board.
8) Administer and regulate its internal affairs.
9) implement applicable national and county legislation.
10) Enter into such contracts, partnerships or joint ventures as it may consider necessary for the discharge of its functions under this Act or other written law.
11) Monitor and. where appropriate, regulate city and municipal services where those services are provided by service providers other than the board of the city or municipality.
12) Prepare and submit its annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill,
13) As may be delegated by the county government, collect rates, taxes, levies, duties, fees and surcharges on fees
14) Settle and implement tariff, rates and tax and debt collection policies as delegated by the county government.
15) Monitor the impact and effectiveness of any services, policies, programmes or plans.
16) Establish, implement and monitor performance management systems
17) Promote a safe and healthy environment.
18) Facilitate and regulate public transport: and
19) Perform such other functions as may be delegated to it by the county government or as may be provided for by any written law.
Requirements For Appointment
I. Be a Kenyan citizen;
II. Holds at least a diploma from an institution recognized in Kenya;
III. Has a distinguished career in a medium level management position in either the private or public sector;
IV. Holds at least five years' post-qualification professional experience:
V. Is ordinarily resident or has a permanent dwelling in the municipality
Vi. Carnes on business in the municipality or has lived in the municipality for at least five years;
VII. Satisfy the requirements of chapter six of the constitution of Kenya. 2010.
While undertaking the nomination process, the specified organizations shall require to produce:—
a. signed minutes as evidence of an accountable process of nomination;
b. evidence of compliance with statutory obligations; and
C. vetting form to establish that the nominees have complied with the prescribed criteria for appointment as a member of the board
This is therefore to notify the specified organizations to strictly adhere to the above criteria in nominating 3 members each (considering gender balance, youth and PLWDs). and thereafter whose names shall be forwarded to the County Governor for consideration and further appointment.

Applicants may be required to get clearance from the following institutions to meet requirements of chapter six of the Constitution of Kenya. 2010;-

d. Criminal Investigation Department
e. Credit Reference Bureau
