JOB DETAILS:
• This initiative aims to increase in the number of African universities and research institutes that capably test, and adopt evidence and innovations generated from health, agriculture, economics research as global public goods to achieve health impact. This will ultimately result in a strengthened ecosystem for Implementation Research in Africa, anchored on a network of highly capacitated academic and research institutions on the continent.

Duties/Responsibilities
The Data Scientist will work with consultants and APHRC’s data science group in designing and build a research matching platform that links universities/research institutes based in all the regions of Africa and funding agencies for research. This will include:
• Building WebCrawler’s and Scrubbers;
• Building databases;
• Indexing of databases utilizing Machine Learning/Artificial Intelligence models;
• Design and develop machine learning algorithms;
• Discover, design, and develop analytical methods to support novel approaches of data and information processing;
• Design and develop novel algorithms;
• Perform explanatory data analyses;
• Generate and test working hypotheses;
• Prepare and analyze data and identify patterns;
• Using graphics to visualize data using various visualizing tools;
• Building network analysis models;
• Building a front-end website for the research matching platform;
• Build and integrate a multilingual AI-powered chatbots using natural language processing (NLP);

Other responsibilities:
• Conduct tracking and sourcing of sector specific R&D data from across Africa for updating a regional data repository;
• Develop an interactive data platform complete with a data archiving protocol/architecture, programming the protocols, data cleaning etc.;
• Create automated systems for data harmonization and consistency checks;
• Data cleaning and harmonization including conducting all the required consistency checks for data from various partners and studies;
• Contribute to the development of scientific data standards;
• Documentation of data sets from various partners according to agreed guidelines on data documentation, archiving and sharing; and
• Facilitate discussions on data extraction, access and sharing protocols with project partners.

Qualifications, Skills, and Experience
• PhD in Computer Science, Data Science with experience in Artificial Intelligence, Machine Learning, or related technical field. Holders of Master’s and Bachelor’s degrees with relevant experience will also be considered.
• Experience in Software Engineering.
• Experience with one or more of the following: Natural Language Processing, text understanding, classification, pattern recognition, recommendation systems, targeting systems, ranking systems or similar.
• Experience with relevant technologies (e.g., TensorFlow, Flume, machine learning libraries).
• Relevant professional experience with applied data analytics and predictive modeling.
• Working experience in Software development, AL or ML for at least 3 years.
• In depth knowledge of Apache Tomcat/Open Source
• Excellent project and time management skills.
• Outstanding problem solving, analytical skills and attention to detail.
• Experience in data management using relational databases such as MySQL or other is essential.
• Experience in data documentation using software such as NESTAR or other.
• Experience in data analysis using STATA, R, SPSS or other statistical software.
• Knowledge of a programming language such as Python, Perl, R, JAVA, or equivalent.
• Experience working with longitudinal studies and handling large data sets is desirable.
• Experience in visualizing/presenting data for stakeholders and the use of relevant data science tools kit.
• Ability to regularly report and synthesize emerging information.
• Good written communication and presentation skills.
• Bilingual language skills (French and English) will be an added advantage.

Duties/Responsibilities
• The Knowledge Management and Learning Specialist (KML) will employ digital learning approaches to develop and implement innovative, creative, and effective ways to capture and share technical knowledge, leverage good practices, and improve the effectiveness of the program portfolio, as well as learning from our past and ongoing initiatives to achieve policy and programmatic impact.

Knowledge Management and Learning
• Conduct a knowledge management, learning needs assessment at the Center to inform the development of the KML system and processes; including assessing areas where the Center can be more efficient in managing knowledge for sharing and learning.
• Work alongside the M&E team to identify the current APHRC knowledge sharing strategies and tools, including the types of knowledge products, their sources, target audience and dissemination channels currently in use.
• Develop an innovative KML strategy and work plan in line with the APHRC Strategic Plan 2022-2026, its MEL Plan as well as other Center KML needs.
• Advise management on the best software/KML platform to adopt at the Center that will ensure integration of the current knowledge repositories available (e.g. eDMS, REDCap, ERP, M&E Platform, APHRC website etc.)
• Develop SOPs to guide knowledge management at the Center including knowledge capture, cleaning, quality checks, storage, sharing, and feedback mechanisms and institutionalization of a community of practice.

Strengthening and Integration of Knowledge Management Systems
• Operationalize the Systems Thinking Framework for Knowledge Management so that information system components are strengthened and better managed, better quality data is generated, and capacity is developed to use those data by decision-makers at every level of the system.
• Lead the development of the KML platform alongside the software developer that should be able to optimize functionalities on how knowledge is captured, organized and made easily accessible.
• Ensure that the KML platform integrates the available KML repositories currently in use and ensure seamless and user-friendly access and use of the system.
• Strengthen and maintain the repository of knowledge products produced by the Center and ensure institutional learning is captured, stored and made accessible to staff and management and external stakeholders.
• Design a dashboard that tracks and presents KML metrics.

Knowledge Management Implementation
• Act as the KML focal point, coordinate and drive the KML activities within the Center.
• Operationalize the Center’s Research and Learning Agenda to leverage the organizational learning culture and the new systems thinking approach that supports collaborating, learning, and adapting efforts.
• Lead the mainstreaming and institutionalization of the KML strategies, SOPs and work plan.
• Manage the community of practice and lead inter-Divisional coordination on KML.
• Ensure the KML systems are up to date with available knowledge products.
• Facilitate cross-Division learning and transfer of best practice through documentation and dissemination/sharing of lessons learned for overall organizational learning.
• Prepare KML related content, communications and semi and annual KML reports.
• Manage and disseminate on a quarterly/annual basis outputs from a dashboard that tracks and presents KML metrics.
• Respond and contribute to the knowledge requests from staff.
• Lead and support knowledge sharing and learning events such as Collaborative Learning and Adaptation (CLA) workshops at all levels.
• Strengthen quality assurance processes for the KML platform and conduct data quality checks.
• Track user feedback on the knowledge products used.
• Periodically review the organizational processes for KML efficiency and effectiveness.
• Support the Strategic Plan’s mid-cycle , and end line stock taking processes and facilitate the programmatic desk reviews.

Capacity Strengthening
• Provide guidance and orientation to APHRC staff on the Knowledge Management system, processes and resources.
• Conduct training on knowledge management for APHRC staff as need arises.
• Support the Center’s Institutional Capacity strengthening efforts by conducting training for external audiences as need arises.
• Keep informed about best practices in knowledge management and ensure these practices are adopted at the Center.

Qualifications, Skills, and Experience
• Masters level degree in International Development, Computer Science, Library Science, Knowledge Management, Social Sciences, or other related field.
• At least 7 years of relevant experience in knowledge management.
• Experience in and ability to work with ICT tools and specific knowledge management platforms.
• Strong research and analysis skills.
• Strong interpersonal skills to work collaboratively in a diverse environment.
• Exceptional organizational and coordination skills.
• Excellent written and oral communication skills in English are essential.
• Proficiency in French will be an advantage.


JOB DETAILS:
Duties/Responsibilities
• The ideal candidate is expected to bring relevant experience on sourcing for opportunities and strategic partnerships, interpretation of solicitation documents and requirements, and how to rapidly translate input from technical experts into compelling narrative text. To achieve high-quality results, the proposal writer will be expected to work collaboratively and iteratively with both technical and non-technical proposal team members.

Proposal Development (80%)
• Lead in identifying strategically aligned funding opportunities.
• Cultivate and maintain traditional and non-traditional funders.
• Enhance and maintain a tailored business intelligence platform.
• Review and analyse solicitation requirements to ensure donor requirements are thoroughly understood and due attention given to these in proposal development.
• Serve as technical proposal writer for assigned opportunities, collaborating with the Principal Investigator/Technical Lead, Program Accountant(s), Grants Officer(s), Communication Lead and other contributors to produce compliant and compelling content that will yield the highest possible evaluation score from the funder.
• Review background information and interview stakeholders to understand the critical win themes, unique value propositions, organizational approaches, and standards to highlight in proposal narratives.
• Oversee the production of professional quality and aesthetically pleasing proposals.
• Serve as a reviewer/editor for proposals drafted by other team members, as time and expertise permits.
• Draft materials for teams engaging with funders for oral presentations and/or co-creation activities (e.g. slide decks and succinct responses to funder questions/feedback).

Knowledge Management (20%)
• Collaborate closely with Knowledge Management staff and technical teams to produce and update thematic capability statements and program past performance references.
• Review and strengthen proposal writing tools and systems.
• Contribute to the body of marketing materials available for partner and funder engagement.
• Ensure proposal-writing resources are archived, uploaded and available on the Center’s Electronic Document Management System (EDMS) for ongoing reference.
• Maintain a database of documents routinely required for proposal submissions, as per specifications of the Center’s key funders.

Qualifications, Skills, and Experience
• Master’s degree in fields related to the Center’s work plus at least 5 years’ experience in a similar role, successfully cultivating donors (bi-lateral and/or multi-lateral funding agencies).
• Demonstrated knowledge of business information systems including electronic data management systems.
• Demonstrated record of writing successful proposals.
• Ability to prepare written documents in fluent, donor-responsive English. Fluency in French will be an added advantage.
• Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
• Demonstrated commitment to fostering and maintaining an environment of diversity, equity and inclusion.
• Ability to synthesize large amounts of information into a compelling and compliant narrative.
• Strong knowledge of procurement procedures and technical proposal requirements for the Center’s key funders.
• Strong time management and organization skills, with ability to independently schedule and prioritize multiple tasks.
